Role Summary

The Manager Hook Up Commissioning is a senior leadership role responsible for driving the planning and execution of pre‑hook‑up, hook‑up, commissioning, start‑up, system turnover, performance testing, and plant acceptance activities for complex offshore projects. This position leads a multidisciplinary team, coordinates with engineering, fabrication, construction, installation, completions, HSE, subcontractors, suppliers, local agencies, and client teams to ensure all commissioning requirements are clearly planned and controlled.

Key Responsibilities
  • Review contractual documentation to define the complete hook‑up and commissioning scope of work.
  • Lead the development and implementation of a comprehensive execution plan covering pre‑hook‑up, commissioning, hook‑up, start‑up, performance testing, and plant acceptance.
  • Determine project organization needs, discipline manpower requirements, work‑hour forecasts, and resource plans to meet project objectives.
  • Develop pre‑commissioning, hook‑up, commissioning, start‑up, and project completion schedules in coordination with project scheduling, construction and installation teams.
  • Prepare cost estimates for the hook‑up and commissioning scope of work and support budget planning.
  • Provide pre‑commissioning, hook‑up, commissioning, and start‑up input during fabrication and design phases.
  • Ensure hook‑up and commissioning participation in P & ID reviews, model reviews, PHA reviews, SIL reviews, and other key technical reviews.
  • Direct the development of pre‑commissioning, hook‑up, commissioning, start‑up, operation, maintenance, shutdown, and emergency manuals and procedures.
  • Lead the development and population of the Site Completions Management Tool with project data during the engineering phase.
  • Direct the development of laboratory manuals, laboratory equipment lists, and required materials lists when included in contract scope.
  • Identify subcontractor and supplier service requirements for all hook‑up and commissioning activities.
  • Manage specialized cleaning requirements and identify special tools, equipment, consumables, and support services needed for commissioning and start‑up.
  • Provide input into performance test procedures and coordinate site testing activities through completion and acceptance.
  • Interface with HSE teams during EPC execution and contribute to the project safety plan to protect the facility, personnel, and project operations.
  • Coordinate with construction, installation, fabrication, and client teams to support system turnover, mechanical completion, commissioning readiness, and final acceptance.
  • Direct site pre‑commissioning, hook‑up, commissioning, and start‑up activities in accordance with contract requirements.
  • Manage the development and delivery of training programs for supervised employees and client personnel when required by the project.
  • Interface with local agencies where needed to support smooth hook‑up, commissioning, start‑up, and operation of the facility.
  • Capture feedback from project execution and coordinate lessons learned for future improvement.
  • Lead the implementation, enforcement, and verification of compliance with McDermott policies, procedures, and project requirements.
  • Ensure team members understand their responsibilities, authorities, and accountability for applying company procedures and project controls.
  • Monitor completion of mandatory training for self and team members to maintain compliance and project readiness.
  • Resolve technical, operational, and organizational challenges that may affect commissioning effectiveness, quality, schedule, or safety performance.
  • Guide the hook‑up and commissioning team in meeting quality, timeliness, cost, safety, and client delivery expectations.
Ideal Profile
  • Bachelor's degree in an Engineering discipline is required.
  • Minimum 13 years of experience in related offshore engineering, hook‑up, commissioning, construction, or project execution fields.
  • Strong understanding of offshore hook‑up, commissioning, pre‑commissioning, start‑up, completions, system turnover, and plant acceptance activities.
  • Detailed knowledge of project execution methods, offshore construction interfaces, commissioning planning, and managerial controls.
  • General multi‑discipline knowledge of design techniques, engineering analysis methods, offshore codes, statutory requirements, and applicable technical guidelines.
  • Experience developing execution plans, commissioning schedules, cost estimates, procedures, manuals, test plans, training programs, and completions management data.
  • Ability to coordinate with fabrication, construction, installation, HSE, engineering, client, subcontractor, supplier, and local agency stakeholders.
  • Strong leadership skills with the ability to guide teams, influence processes, manage discipline priorities, and resolve project‑level challenges.
  • Practical understanding of safety requirements, operational readiness, plant start‑up, performance testing, and facility handover.
  • Preferably a Registered Professional Engineer, Chartered Engineer, or member of a recognized professional engineering society.
  • Strong communication, decision‑making, planning, and stakeholder management skills.
  • Able to manage budgets, resources, business plans, policies, schedules, and project priorities in a demanding offshore project environment.
  • Capable of improving hook‑up and commissioning processes while maintaining quality, safety, and contractual compliance.
