Role Context
The Manager Hook Up and Commissioning is responsible for overseeing the full commissioning lifecycle from design support through system turnover, start-up, performance testing, and final plant acceptance. This role ensures operational readiness, safe execution, project schedule compliance, and coordination between engineering, fabrication, construction, HSE, and client teams across complex offshore developments.
Key Responsibilities
- Review contractual documentation to define the hook-up and commissioning scope of work
- Direct development and execution of comprehensive plans for pre-commissioning, hook-up, commissioning, start-up, performance testing, and plant acceptance
- Determine project organization structure, manpower requirements, and work hours needed to achieve commissioning objectives
- Develop commissioning schedules in coordination with Project Scheduler, Construction, and Installation teams
- Prepare cost estimates for hook-up and commissioning scope of work
- Provide commissioning and start-up input to fabrication teams during the engineering and design phase
- Ensure participation in P and ID reviews, model reviews, PHA, SIL reviews, and other project safety and design reviews
- Direct preparation of operating manuals, maintenance manuals, emergency procedures, and shutdown procedures
- Manage development of Site Completions Management Tool data during engineering execution
- Identify subcontractor, supplier services, laboratory requirements, specialized cleaning, and specialized tools for commissioning activities
- Coordinate performance test procedures and testing execution at site
- Interface with HSE teams to ensure facility safety and project safety plan compliance
- Coordinate with Construction, Installation teams, clients, and local agencies for system turnover and successful plant acceptance
- Lead all site pre-commissioning, hook-up, commissioning, and start-up operations as required by the contract
- Manage training programs for internal teams and client personnel
- Capture lessons learned and support continuous operational improvement
- Ensure compliance with all McDermott policies, procedures, and mandatory training requirements
Ideal Profile
- Bachelor's degree in an Engineering discipline
- Minimum 13 years of experience in offshore engineering and commissioning-related fields
- Strong multi-discipline knowledge of engineering design techniques, analysis methods, and offshore project execution
- Deep understanding of statutory codes, safety regulations, and international engineering guidelines
- Proven leadership experience managing commissioning teams and large-scale offshore projects
- Strong project execution, scheduling, and managerial skills
- Preferably Registered Professional Engineer, Chartered Engineer, or member of a recognized engineering society
- Excellent stakeholder communication and client coordination abilities
