Key Responsibilities
- Review contractual documents to define the hook‑up and commissioning scope of work for assigned projects.
- Lead the development and implementation of execution plans for pre‑hook‑up, commissioning, hook‑up, start‑up, performance testing, and plant acceptance.
- Determine organization structure, manpower requirements, work hours and resources needed to meet project objectives.
- Develop pre‑commissioning, hook‑up, commissioning and project completion schedules in coordination with project schedulers, construction and installation teams.
- Prepare cost estimates for hook‑up and commissioning scope and support budget control throughout execution.
- Provide pre‑commissioning, hook‑up, commissioning and start‑up input during the fabrication and design phases.
- Ensure hook‑up and commissioning participation in P and ID reviews, model reviews, PHA reviews, SIL reviews and other technical project reviews.
- Direct the preparation of pre‑commissioning, commissioning, start‑up, operation, maintenance, shutdown and emergency procedures.
- Lead the development and population of site completions management tool data during the engineering phase.
- Manage laboratory manual preparation and laboratory equipment or materials lists when required by contract.
- Identify and manage subcontractor and supplier service requirements for all hook‑up and commissioning activities.
- Define specialized cleaning needs, special tools, temporary equipment and commissioning support resources.
- Provide input for performance test procedures and coordinate site testing activities.
- Work with HSE teams during EPC execution to support safe facility handover, start‑up and operation.
- Coordinate closely with construction, installation, project teams and client representatives to support system turnover and plant acceptance.
- Direct site pre‑commissioning, hook‑up, commissioning and start‑up activities as required by the contract.
- Manage training programs for team members and client personnel according to project needs.
- Interface with local agencies when required to support smooth commissioning, start‑up and facility operation.
- Capture lessons learned and ensure feedback is incorporated into future execution planning.
- Lead implementation, enforcement and verification of McDermott policies, procedures and mandatory training requirements.
Ideal Profile
- Bachelor’s degree in an Engineering discipline.
- Minimum 13 years of experience in offshore engineering, hook‑up, commissioning, construction, installation or related project execution roles.
- Strong multi‑discipline understanding of offshore design techniques, analysis methods, statutory codes and applicable guidelines.
- Detailed knowledge of project execution, commissioning planning, completions systems, system turnover and offshore start‑up requirements.
- Proven ability to manage large teams, subcontractors, suppliers, client interfaces and site execution activities.
- Strong understanding of pre‑commissioning, commissioning, start‑up, performance testing, plant acceptance and operational readiness.
- Able to develop schedules, execution plans, budgets, work‑hour forecasts, procedures and resource plans.
- Strong HSE awareness with the ability to integrate safety planning into commissioning and start‑up activities.
- Excellent leadership, communication, coordination and stakeholder management skills.
- Preferably registered as a Professional Engineer, Chartered Engineer or member of a recognised professional engineering society.
