Job summary

Dubai Chambers is seeking a senior leader to drive the development and continuous improvement of its member-facing digital services and channels. You will oversee enterprise applications and system integrations, ensuring reliability and a seamless user experience across the digital ecosystem.

The role requires 8+ years of relevant experience with 3–4 years in management, plus a Bachelor’s degree in CS/IT (Master’s preferred).

Qualifications

• Bachelor’s degree in Computer Science, Information Technology, Software Engineering, Computer Engineering or equivalent.
• 8+ years of relevant experience, including 3–4 years in a managerial or team leadership.
• Master’s degree in a relevant field is preferable.

Responsibilities

• Lead development, delivery and continuous improvement of member-facing digital services and channels.
• Oversee enterprise applications and integrations to ensure interoperability and performance.
• Manage end-to-end application and integration lifecycle from requirements to deployment and retirement.
• Identify opportunities to simplify digital journeys based on user feedback and tech trends.
• Manage technology vendors and delivery partners against scope, timelines and SLAs.
• Ensure application availability, reliability and timely incident resolution in coordination with IT operations.
• Lead projects within budget, scope and quality timelines; manage risks and dependencies.
• Ensure compliance with information security, architecture, data, quality and regulatory requirements.
• Collaborate with business units to translate requirements into effective digital solutions.
• Lead the Digital & Applications team, set objectives and KPIs.

About the Role

To lead the development, delivery and continuous improvement of Dubai Chambers’ member-facing digital services, channels and enterprise applications, ensuring seamless integration, reliability and user experience. The role oversees the end-to-end application and integration lifecycle, including requirements, solution delivery, enhancements, vendor performance and application support, ensuring digital solutions effectively address business needs and align with IT architecture, security, quality and service standards.

Key Responsibilities

• Digital Services & Channels: Lead the development, enhancement and continuous improvement of member-facing digital services and channels, ensuring intuitive, reliable and seamless digital journeys.
• Enterprise Applications & Integrations: Oversee enterprise applications and system integrations, ensuring interoperability, scalability, performance and alignment with business requirements.
• Application & Integration Lifecycle: Manage the end-to-end lifecycle from business requirements and solution design through development, testing, deployment, enhancement and retirement.
• Digital Journey Improvement: Identify opportunities to simplify and improve digital journeys based on business needs, user feedback, service performance and emerging technologies.
• Vendor & Delivery Management: Manage technology vendors and implementation partners against agreed scope, timelines, quality, SLAs and contractual requirements.
• Application Performance & Support: Ensure application availability, reliability and timely resolution of escalated incidents in coordination with IT Operations and relevant stakeholders.
• Project & Portfolio Delivery: Lead application and digital initiatives within agreed scope, budget, quality and timelines, managing dependencies and delivery risks.
• Security, Quality & Compliance: Ensure applications and integrations comply with information security, architecture, data, quality and regulatory requirements.
• Stakeholder Management: Partner with business functions to translate requirements into effective digital and application solutions and manage priorities.
• People & Performance Management: Lead and develop the Digital & Applications team, establish objectives and KPIs, build capability and ensure effective utilization of resources.
