Job summary

Target Engineering Construction Co LLC invites a Lead Civil Engineer to provide technical leadership across major industrial EPC projects in the UAE. You will oversee civil works, ensure safety, quality, schedule and cost performance, and guide a multidisciplinary team on site.

The role requires strong expertise in civil and structural engineering, design reviews, and project delivery, with a focus on HSE compliance and client standards.

Qualifications

• 10+ years of experience in engineering and construction within Oil & Gas, EPC, Power, Marine or industrial sectors.
• 5+ years in a leadership role managing multidisciplinary teams.
• Strong expertise in civil & structural engineering, construction methodologies, design review, project delivery, quality management and HSE.

Responsibilities

• Develop, review and implement civil construction strategies, methodologies and work sequences.
• Monitor progress and ensure compliance with drawings, specs and schedules.
• Optimize manpower, equipment and resources across sites.
• Conduct site inspections and ensure construction standards are met.

Job description

Are you an experienced Civil Engineering professional with a strong background in Oil & Gas EPC projects? We are looking for a highly skilled Lead Civil Engineer to provide technical leadership and oversee civil engineering and construction activities across major industrial projects.

YOUR ROLE

As Lead Civil Engineer, you will and play a key role in delivering complex EPC projects while ensuring excellence in safety, quality, schedule, and cost performance.

• Develop, review, and implement construction strategies, methodologies, and work sequences for civil works.
• Monitor construction progress and ensure compliance with approved drawings, specifications, and project schedules.
• Optimize manpower, equipment, and resource utilization across project sites.
• Conduct regular site inspections and ensure adherence to construction standards.
• Resolve complex construction challenges and
• escalate critical issues when necessary.

Technical & Engineering Leadership

• Provide technical guidance and mentoring to civil engineers, site engineers, and supervisors.
• Review and approve engineering drawings, calculations, and design modifications.
• Ensure design constructability and develop practical solutions for field challenges.
• Drive value engineering initiatives to optimize quality, cost, and delivery timelines.
• Ensure compliance with applicable codes, standards, and client specifications.

Quality Assurance & Control

• Ensure all civil works meet approved quality standards and project requirements.
• Coordinate inspections, testing, and approvals with QA/QC teams.
• Monitor workmanship and implement measures to minimize rework.
• Review NCRs and ensure timely implementation of corrective actions.

Health, Safety & Compliance

• Champion compliance with HSE policies, project safety standards, and industry regulations.
• Conduct risk assessments and safety audits related to civil construction activities.
• Foster a strong safety culture across all project teams.

Stakeholder Management

• Coordinate closely with Project Planning, Procurement, Engineering, QA/QC, and HSE teams.
• Engage with clients, consultants, subcontractors, and external stakeholders.
• Participate in technical meetings, inspections, and project progress reviews.
• Ensure subcontractors comply with project quality, safety, and contractual requirements.

Documentation & Reporting

• Prepare and review daily, weekly, and monthly progress reports.
• Maintain records of inspections, quality activities, NCRs, and corrective actions.
• Support project handover through preparation of as-built documentation and closeout packages.
• Identify and mitigate technical, quality, safety, and schedule risks.
• Develop practical solutions to minimize delays and cost overruns.
• Support project teams in achieving successful project delivery objectives.

WHAT WE’RE LOOKING FOR

Experience

• Minimum 10 years of experience in engineering and construction projects within the: Oil & Gas, EPC, Power, Marine, Industrial Plants, Infrastructure sectors.
• Minimum 5 years in a leadership role managing multidisciplinary engineering and construction teams.
• Strong expertise in: Civil & Structural Engineering, Construction Methodologies, Engineering Design Review, Project Delivery and Execution, Quality Management, HSE Compliance.

Education and Certifications

• Bachelor's Degree in Civil Engineering (Master's Degree preferred)

Skills and Competencies

• Proficiency in: STAAD Pro, AutoCAD, Primavera P6, BIM Software, Other Civil Engineering & Project Management Tools
• Strong leadership and people management skills
• Excellent analytical and problem-solving abilities
• Advanced technical knowledge of civil and structural engineering principles
• Effective stakeholder management and communication skills
• Sound understanding of international engineering codes, standards, and regulations
