Job summary

Worley is seeking a Lead Civil Engineer for Abu Dhabi, UAE. The role focuses on technical assurance, compliance with discipline scope, and reviews of Class 1 documents.

You will coordinate with EPC/FEED contractors, participate in progress meetings, and provide input on design and conveyance of technical queries. Offshore and ADNOC project exposure is preferred.

Qualifications

  • Bachelor degree in engineering with 15+ years in Oil & Gas or Petrochemical.
  • At least 5 years in GCC region.
  • ADNOC & Offshore project experience required.
  • FEED and EPC project experience, preferably offshore.
  • Experience leading a team of Specialists, Senior Engineers, and Engineers.

Responsibilities

  • Champion the Project Safety culture, behaviors and engagement activities.
  • Review and approve contractor key deliverables within specified durations.
  • Coordinate the required Engineering participation in design reviews and technical workshops.
  • Attend meetings at EPC/FEED Contractor offices and construction sites to discuss progress.
  • Ensure quality procedures are established and implemented by the EPC/FEED Contractor.

Purpose
  • The Lead Civil Engineer is responsible for the technical assurance & compliance of the CONTRACTOR to the COMPANY’s specific discipline scope, specifications, respective governing codes & standards & industry best practices. Roles & responsibilities includes reviews & approvals of discipline related documentation (secure technical authority approval for Class 1 documents), participation in discipline progress meetings with Contractor counter-part, Planned design review sessions, review & resolution of discipline specific Technical queries, verification of discipline specific concession requests (as applicable) & provide input (approval or rejection) with justification.
  • Support Procurements activities & relevant documents review & approvals, VENDOR documents review, physical inspection as required.
  • Support Construction & commissioning activities by involvement in respective Discipline inspections & punch listing activities as applicable for release of respective certifications (DAC/MC,,etc.)
  • Verification of Final discipline specific Documentation & Database at handover & confirm completeness & correctness.
  • PMC & ADNOC experiences are preferrable.
Responsibilities
  • Champion the Project Safety culture, behaviors and engagement activities.
  • Identifying, evaluating, and resolving Project Management issues during the early work phase and FEED phases of the Project.
  • Identifying, evaluating, and resolving electrical Engineering issues.
  • Act on behalf of and as authorized by Owner, on all matters with respect to the EPC / FEED Contractor and shall coordinate Project activities.
  • Review and approve within the specified approval durations, the Contractor key deliverables and other works within the electrical discipline, ensuring compliance with design requirements which involves the interpretation and review of calculations, specifications, plans, investigations, surveys, structures, system or equipment with relatively few complex features.
  • Attend regular or as needed meetings at EPC / FEED Contractor’s Engineering offices and construction Site offices to discuss the progress of EPC / FEED Contractor’s Engineering, Procurement and Construction activities.
  • Review and approve the following Contractor’s deliverables
  • Review and approve key design documents from Vendors, equipment manufacturers or Subcontractors and prepare comments and recommendations incorporating any comments received from the Owner.
  • Attend technical meeting with Owner, Licensor, Contractor and Vendors.
  • Attend all Project technical sessions by the Contractor such as: Design Review Meetings, 3D Model Review Meeting, Constructability, SIL, EIA, HAZOP and HAZID etc.
  • Ensuring that the Project quality procedures are established maintained and implemented by the EPC / FEED Contractor.
  • Ensure quality and accuracy of Contractor’s Engineering design activities, system integration, and design selection.
  • Supervise and manage the review and approval of Contractor’s work, ensuring compliance with Owner and Project specifications, relevant codes and standards, and industry best practices.
  • Coordinate the required Engineering participation in the development and analysis of various design options and business models. Contribute input and expertise in the development and analysis of various design options and business models to ensure design optimization and validation for the Owner.
  • Coordinate other discipline Engineer’s participation in layout reviews, design reviews, and technical workshops.
  • Provide technical assistance and coordination with other discipline Engineers.
  • Coordinate auditing activities of the EPC / FEED Contractor and ensure that the recommendations for improvement are implemented.
  • Manage and coordinate interface activities between the EPC / FEED Contractor, Owner as well as with outside third parties.
  • Coordinate technical reviews and analysis during vendor prequalification, bid evaluation, and performance evaluation.
  • Coordinate the review of technical bid submissions and perform technical bid analysis.
Qualifications And Experience
  • A bachelor’s degree in a relevant engineering discipline or equivalent from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry, including a minimum of five (5) years (preferred) in the GCC region.
  • Must have at least five (5) years of experience in a similar position on major Oil & Gas or Petrochemical projects, managing a team of Specialists, Senior Engineers, and Engineers.
  • ADNOC & Offshore project experience is required.
  • Experience with ADNOC projects and offshore facilities is required.
  • Proven experience in FEED and EPC projects, preferably involving major offshore developments.
