Job summary

Big Fish Consult is seeking an Infrastructure Manager in Dubai to oversee the technical management, handover, maintenance, and lifecycle performance of master community infrastructure. The role covers roads, bridges, tunnels, utilities, drainage, lighting, landscaping, and public realm assets ensuring safety, compliance, reliability, and fit for purpose.

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• Experience in infrastructure operations, maintenance, asset management, or handover for master developers or municipalities.
• Strong knowledge of roads, bridges, tunnels, utilities, drainage, lighting and public realm infrastructure.
• Experience with handover, DLP, maintenance contracts, contractor performance and payments.
• Familiarity with Dubai authority regulations and RERA master community requirements.
• Arabic language is an advantage; English excellent.

Responsibilities

• Lead technical takeover of infrastructure assets from developers and review as-built drawings, commissioning records, O&M manuals, and DLP obligations.
• Manage maintenance contracts, contractor performance, service levels, and payment certification.
• Oversee infrastructure inspections, condition surveys, asset registers, and lifecycle maintenance planning.
• Ensure compliance with DEWA, Dubai Municipality, RTA, and Dubai Civil Defence requirements.
• Manage budgets, technical reporting, and stakeholder relationships to maintain infrastructure performance.

We are supporting a private real estate company in Dubai in hiring an Infrastructure Manager to oversee the technical management, handover, maintenance, and lifecycle performance of master community infrastructure.

The role covers roads, bridges, tunnels, utilities, stormwater and drainage networks, street lighting, landscaping, and public realm assets, ensuring infrastructure remains safe, compliant, reliable, and fit for purpose.

Key Responsibilities

• Lead the technical takeover of infrastructure assets from developers, reviewing as-built drawings, commissioning records, O&M manuals, and Defects Liability Period (DLP) obligations.
• Manage infrastructure maintenance contracts, contractor performance, service levels, and payment certification.
• Oversee infrastructure inspections, condition surveys, asset registers, and lifecycle maintenance planning.
• Ensure compliance with relevant Dubai authority requirements, including DEWA, Dubai Municipality, RTA, and Dubai Civil Defence.
• Manage budgets, technical reporting, and stakeholder relationships to maintain infrastructure performance.

Requirements

• Bachelor’s degree in Civil Engineering or a closely related engineering discipline.
• Proven experience in infrastructure operations, maintenance, asset management, or handover within a master developer, master community, municipality, or infrastructure service provider.
• Strong technical knowledge of roads, bridges, tunnels, utilities, drainage, street lighting, and public realm infrastructure.
• Experience managing infrastructure handover, DLP, maintenance contracts, contractor performance, and payment certification.
• Working knowledge of Dubai authority regulations and RERA-related master community requirements.
• Familiarity with CAFM, AutoCAD, or GIS is an advantage.
• Excellent English communication skills; Arabic is an advantage.
