Job summary

Dubai Holding Real Estate seeks an accomplished Infrastructure Project Lead to steer major infrastructure works across roads, utilities, drainage, and district cooling. You will manage multidisciplinary teams, ensure alignment with scope, budget, schedule and safety, and drive approvals with UAE authorities.

With 12+ years of delivery experience and at least 5 in senior leadership, you will command strong technical and commercial acumen, oversee procurement and governance, and deliver projects

Qualifications

• 12+ years in infrastructure project delivery.
• Minimum 5 years in a senior leadership role.
• Bachelor's Degree in Civil Engineering.
• Experience with roads, utilities, drainage, district cooling, telecoms.
• Familiar with Dubai authority approval processes and UAE regulatory requirements.

Responsibilities

• Lead delivery of infrastructure projects within scope, budget, schedule, quality, safety, and sustainability requirements.
• Manage multidisciplinary consultants, contractors, utility providers, and internal stakeholders through the project lifecycle.
• Drive authority approvals, NOCs, permits, inspections, and regulatory compliance.
• Oversee project controls, including programme management, cost forecasting, risk management, reporting, and governance.
• Manage procurement, contract administration, variations, claims, and consultant/contractor performance.
• Lead technical reviews, value engineering, constructability assessments, and interface management activities.
• Monitor construction progress, testing, commissioning, and handover to ensure successful project delivery.
• Resolve critical project, utility, stakeholder, and site-related issues while mitigating programme and commercial risks.
• Provide regular updates to senior leadership on project performance, risks, and key decisions.
• Promote collaboration, accountability, and continuous improvement across project teams.

• Manage procurement, contract administration, variations, claims, and consultant/contractor performance.
• Lead technical reviews, value engineering, constructability assessments, and interface management activities.
• Monitor construction progress, testing, commissioning, and handover to ensure successful project delivery.

About you

• You must have extensive experience delivering major infrastructure works within large-scale developments, coupled with strong technical expertise, commercial awareness, and the ability to manage complex stakeholder and authority interfaces across the UAE.
• Minimum 12 years of experience in infrastructure project delivery, including at least 5 years in a senior project management or leadership role.
• Bachelor's Degree in Civil Engineering or a related engineering discipline is a minimum.
• Proven track record delivering large-scale infrastructure projects encompassing roads, utilities, drainage, district cooling, telecommunications, and associated civil works.
• Strong experience managing projects through the full lifecycle, from design and approvals to procurement, construction, commissioning, and handover.
• UAE experience is preferred, with a strong understanding of Dubai authority approval processes and stakeholder requirements.
