Job summary

Tornado Group is seeking an experienced HSE Engineer to ensure full implementation of the Project HSE Management System in UAE construction projects. You will manage compliance with UAE regulations, perform risk assessments, and drive safety across high-rise and large-scale sites.

You will lead incident investigations, deliver training, and coordinate with subcontractors to maintain safety standards and audit readiness. At least 8–12 years in HSE with UAE construction exposure is required.

Qualifications

• Bachelor’s Degree / Diploma in Engineering or relevant discipline.
• NEBOSH IGC (mandatory) or equivalent.
• Additional certifications are an advantage: IOSH, OSHA, ISO 45001 internal auditor, First Aid, Fire Warden, Lifting Appointed Person awareness.
• ADOSH / OSHAD Certification
• Additional (advantage): Incident Investigation Certification

Responsibilities

• HSE Compliance & Implementation: Implement and monitor the project HSE plan, procedures, and client requirements.
• Site Monitoring & Inspections: Conduct daily site inspections and HSE tours; raise observations, NCRs, and corrective actions.
• Incident Management: Lead/participate in incident and near-miss investigations; track closure of actions and report trends.
• Training & Awareness: Deliver toolbox talks, safety inductions, and targeted HSE training.
• Subcontractor & Interface Management: Assess subcontractor HSE plans and ensure alignment with project requirements.
• Documentation & Reporting: Prepare daily/weekly/monthly HSE reports; support client/audit findings closure.

Job Summary

Ensure full implementation of the Project HSE Management System to prevent incidents, protect people/property/environment, and maintain compliance with UAE laws, client requirements, and company HSE standards.

Candidate Profile

Responsibilities

1) HSE Compliance & Implementation

• Implement and monitor the project HSE plan, procedures, and client requirements.
• Ensure compliance with UAE regulations and applicable standards (e.g., ISO 45001/14001 where applicable).
• Maintain and update risk assessments (RA), method statements, and permits to work (PTW) processes.

2) Site Monitoring & Inspections

• Conduct daily site inspections and HSE tours; raise observations, NCRs, and corrective actions.
• Monitor high-risk activities: lifting operations, working at height, excavation, hot works, confined spaces, scaffolding, energization, and heavy equipment.
• Verify PPE compliance, housekeeping, barricading, signage, and access control.

3) Incident Management

• Lead/participate in incident and near-miss investigations; complete reports with root cause analysis and corrective/preventive actions.
• Track closure of actions and report trends to management.
• Ensure emergency response readiness and conduct drills as per plan.

4) Training & Awareness

• Deliver toolbox talks, safety inductions, and targeted HSE training.
• Maintain training records and competency matrices for site personnel and subcontractors.
• Promote a positive safety culture and stop unsafe acts/conditions.

5) Subcontractor & Interface Management

• Assess subcontractor HSE plans and ensure alignment with project requirements.
• Monitor subcontractor performance and enforce corrective actions.
• Participate in coordination meetings to address HSE risks and constraints.

6) Documentation & Reporting

• Prepare daily/weekly/monthly HSE reports (inspections, PTW stats, incidents, manhours, leading indicators).
• Maintain registers: PTW, lifting, scaffolding tags, plant/equipment, MSDS, firefighting equipment, and first aid.
• Support client audits, ISO audits, and internal audits; ensure closure of findings

Skills

Required Experiences

Minimum 8–12 years of total HSE experience in construction projects

At least 3–5 years as HSE Engineer

Mandatory experience in UAE construction projects

Aldar project experience is highly preferred (sometimes required by client)

Experience in:

High-rise buildings / villas

Large-scale construction sites

Working with consultants & PMC (Project Management Consultant)
