Job summary

Responsibilities

  • Manage full-cycle HR procedures for Dubai local employees, including onboarding documents, contracts, and updating HRIS data.
  • Coordinate daily personnel changes: confirmations, transfers, salary adjustments, resignations, and terminations per policy.
  • Verify attendance and leaves, assist payroll with WPS reporting and monthly payroll data updates.
  • Respond to HR inquiries in Dubai on onboarding, attendance, benefits, offboarding, and local labor rules.
  • Handle government-related matters with MOHRE, GDRFA, ICP, DET/DED and online services.
  • Manage visa processes: new applications, renewals, cancellations, UAE IDs, fingerprint collection and document inspections.
  • Support local labor compliance, including disputes and inspections, with government liaison.
  • Maintain WPS compliance and coordinate with authorities on wage payments and registrations.
  • Establish a PRO ledger and organize government certificates and approvals; monitor policy changes.

Job Responsibilities:
  • Responsible for the full-cycle HR procedures for local employees in Dubai, including collecting onboarding documents for new hires, entering relevant information, standardizing the organization of Personal Information Records, executing and filing employment contracts, and synchronously updating data in the HRIS system to ensure that all personnel documents are complete, standardized, and traceable.
  • Coordinate the management of daily employee personnel changes, including handling procedures for confirmation of employment, job transfers, salary adjustments, resignation, and termination of employment, in strict accordance with the HRSSC processes of the headquarters and local labor policies in Dubai.
  • Responsible for verifying, counting and summarizing employee attendance, leave and other related data, liaising with local teams and the compensation team, assisting in completing monthly payroll calculation, organizing supporting documents for WPS payroll reporting, and ensuring compliant and accurate payroll disbursement. Complete daily HRSSC ledger updates, data statistics and other related tasks.
  • Respond to daily HR inquiries from employees in Dubai, answer questions related to onboarding, attendance, benefits, offboarding, local labor policies, etc. , implement HR rules and regulations, and ensure proper Localization communication and execution.
  • Take full responsibility for the compliant handling of government-related personnel matters in Dubai, UAE, and be proficient in liaising with official authorities including MOHRE, GDRFA, ICP, DET/DED as well as online government service systems.
  • Responsible for the full-process handling of employee visa matters, including new work visa application, visa renewal, visa cancellation, residence permit procedures, UAE ID application and renewal, fingerprint collection, annual document inspection and other related services. Follow up the approval progress throughout the entire process to ensure zero overdue cases and zero compliance violations.
  • Assist in handling local labor compliance matters, including liaising on labor disputes, cooperating with departmental inspections, following up on various approval, appeal and rectification matters, and ensuring closed-loop resolution of all government-enterprise liaison issues.
  • Responsible for the compliance maintenance of the WPS wage protection system, verifying the wage reporting data of local employees, cooperating with the Ministry of Human Resources and Emiratisation's inspections, and ensuring that the company's wage payments and employment registrations are fully compliant with UAE labor law regulations.
  • Establish a PRO transaction ledger, file all government certificates, approval documents, and receipt documentation by category, regularly sort out compliance risks, update local policy change information synchronously, and promptly communicate key policy adjustment points and response plans to superiors.
Job Requirements
  • Experience Requirements: At least 3 years of full-time work experience in local Dubai HRSSC, HR Administration or PRO roles, familiarity with Dubai corporate HR processes, proficiency in UAE labor laws, immigration policies and various government and enterprise administrative procedures, with prior experience serving local physical entities being a plus.
  • Skill Requirements: Proficient in the full set of processes for visa, work permit, license annual inspection and WPS filing; skilled in using Office office software, and capable of independently preparing HR reports and compliance ledgers.
  • Language Proficiency: English can be used as a working language, enabling seamless communication with government officials and local employees.
  • With clear logical thinking, meticulous and rigorous work style, strong compliance awareness and sense of time, capable of efficiently coordinating multi-threaded work and independently handling all types of human resources and compliance issues with closed-loop management.
  • Other Requirements: Candidates holding a valid Dubai local driving license and able to commute independently for work are preferred; Familiarity with the locations and service rules of various Dubai government departments, ability to handle emergency issues, and no record of non-compliant work practices are required.
