Job summary

Client of Talent Bridge HR Consultancy Dubai is seeking an experienced Public Relations Officer (PRO) to manage government relations, visas and employee documentation across our diversified Dubai entities. The role supports a ~400-employee group, including a substantial blue-collar workforce, and requires hands-on handling of MOHRE and GDRFA processes.

Qualifications

  • Minimum 3–5 years of UAE PRO / Government Relations experience.
  • Strong hands-on experience managing employment visas, work permits, Emirates IDs, medicals, labour documentation and visa cancellations.
  • Practical working knowledge of MOHRE and GDRFA processes and platforms.
  • Experience supporting a sizeable workforce, preferably including blue-collar, operational or site-based employees.

Responsibilities

  • Manage day-to-day PRO and government relations activities across the group’s UAE entities.
  • Process new employment visas, visa renewals, cancellations, status changes and related immigration requirements.
  • Coordinate work permits, labour approvals and other employment documentation through relevant government platforms.
  • Manage Emirates ID applications, renewals, medical fitness appointments and associated employee documentation.
  • Liaise with MOHRE, GDRFA and other UAE government authorities regarding employee and company requirements.
  • Maintain accurate records of employee visas, work permits and related documentation.
  • Monitor expiry dates and ensure renewals are initiated in advance.
  • Coordinate onboarding, mobilisation, transfers and offboarding documentation.
  • Support HR with employee files and audit-ready government documentation.

About the Role

Our client is seeking an experienced Public Relations Officer (PRO) to manage government relations, immigration, labour, visa and employee documentation processes across a diversified group of companies in Dubai. The position will support a group employing approximately 400 employees, including a substantial blue-collar operational and site-based workforce. The PRO will work closely with the Group HR & Admin function to ensure visas, work permits, Emirates IDs, medicals, labour documentation and other government-related requirements are processed accurately and on time. This is a hands-on role requiring strong practical knowledge of UAE government procedures, excellent organisation, and the ability to manage a high volume of employee documentation across multiple group entities.

Key Responsibilities
  • Government Relations & PRO Services: Manage day-to-day PRO and government relations activities across the group’s UAE entities.
  • Process new employment visas, visa renewals, cancellations, status changes and related immigration requirements.
  • Coordinate work permits, labour approvals and other employment documentation through relevant government platforms.
  • Manage Emirates ID applications, renewals, medical fitness appointments and associated employee documentation.
  • Liaise with MOHRE, GDRFA and other relevant UAE government authorities regarding employee and company-related requirements.
  • Monitor government applications and proactively follow up to prevent unnecessary delays or compliance lapses.
  • Maintain accurate records of employee visas, work permits, Emirates IDs, passports, medicals and related documentation.
  • Monitor expiry dates and ensure renewals are initiated sufficiently in advance.
  • Coordinate employee documentation required for onboarding, mobilisation, transfers and offboarding.
  • Support HR with employee files and ensure government- related documentation remains complete and audit-ready.
  • Handle immigration and documentation requirements for both office-based employees and a significant blue-collar site workforce.
  • Support the Group HR & Admin Manager with MOHRE, WPS, visas, work permits and government HR processes.
  • Assist with labour contracts, employment documentation and other government-related HR administration.
  • Coordinate with HR, Finance and operational teams to ensure employee records and government information remain accurate.
  • Support the timely cancellation and clearance of employment documentation for departing employees.
  • Maintain confidentiality when handling passports, identification documents and employee information.
  • Maintain organised trackers for visa, labour, immigration and government documentation across multiple group companies.
  • Identify approaching expiries, missing documents or potential compliance issues and elevate them promptly.
  • Keep abreast of relevant procedural changes affecting UAE employment, immigration and government services.
  • Ensure applications, supporting documents and approvals are properly filed and readily retrievable.
  • Provide regular status updates to the Group HR & Admin Manager regarding outstanding applications, renewals and compliance matters.
  • Build effective working relationships with government departments, typing centres, medical centres and other external service providers.
  • Represent the company professionally during government and regulatory interactions.
  • Coordinate external documentation and attestations where required.
  • Resolve routine PRO and immigration issues efficiently and escape more complex matters when necessary.
Candidate Requirements
  • Minimum 3-5 years of practical UAE PRO / Government Relations experience.
  • Strong hands-on experience managing employment visas, work permits, Emirates IDs, medicals, labour documentation and visa cancellations.
  • Practical working knowledge of MOHRE and GDRFA processes and platforms.
  • Previous experience supporting a sizeable workforce, preferably including blue-collar, operational or site-based employees.
  • Experience working across multiple companies or legal entities would be a strong advantage.
  • Strong document-control skills with the ability to track large numbers of visa and employee-document expiry dates accurately.
  • Good working knowledge of UAE employment and immigration procedures relevant to PRO activities.
  • Strong organisational, follow-up and problem-solving skills.
  • Clear English communication skills; Arabic language capability would be advantageous.
  • High level of discretion and integrity when handling confidential employee and company information.
  • Comfortable working in a fast-paced, project-driven environment where workforce mobilisation and government processing can be time-sensitive.
  • Experience within construction, contracting, engineering, manufacturing, logistics, facilities management, events infrastructure or another labour-intensive environment would be particularly relevant.
