Commercial Bank of Dubai seeks an experienced HR Governance professional to oversee the framework ensuring regulatory alignment and sound governance across HR functions. The role emphasizes maintaining HR controls, risk assessments and regulatory reporting to UAE authorities.

It also focuses on Emiratisation governance, audit response coordination and leveraging data analytics to enhance governance and automation in HR processes. Banking industry experience is preferred.

Qualifications

• Bachelor degree in HR, business, risk management or related field.
• Relevant professional qualifications desirable (CIPD, GRCP, IRM, Compliance Certification, Risk Management Certification).
• Min 5 years experience within HR, Operational Risk, Governance, Compliance or Regulatory Reporting.
• Banking or financial services experience preferred.
• Strong knowledge of UAE regulations, Corporate Governance, Risk management frameworks and Remuneration governance practices.

Responsabilités

• Maintain and continuously enhance the HR Governance Framework, ensuring alignment with regulatory, risk and corporate governance requirements.
• Monitor effectiveness of HR controls and governance arrangements across all HR functions.
• Coordinate governance reviews and assessments to identify gaps, weaknesses and improvement opportunities.
• Ensure governance documentation remains current, complete and fit for purpose.
• Track and monitor closure of governance actions arising from audits, reviews and regulatory inspections.
• Act as HRs Operational Risk Coordinator and liaison with Enterprise Risk Management.
• Lead preparation and submission of HR Risk and Control Self-Assessments (RCSA).
• Identify, assess and monitor people-related operational risks.
• Maintain HR risk registers and monitor mitigation plans.
• Prepare HR regulatory reports for executive governance committees.
• Support regulatory reporting obligations to UAE Central Bank and other authorities.
• Coordinate policy development and review cycles for HR governance.
