Job summary

The Bussola Group is seeking a senior HR leader to own the full HR function and people strategy in Dubai. You will partner with the CEO on talent attraction, development, retention, and a high-performance culture, ensuring full UAE labour law compliance and Emiratisation.

Responsibilities include designing HR strategy, leading recruitment, performance cycles, compensation structures, and leadership development. Fluent English and Arabic are essential for stakeholder collaboration in this market.

Qualifications

• 12+ years HR experience with 5+ in senior leadership.
• Bachelor’s in HR or Business Admin; Master’s preferred.
• CIPD Level 7 or SHRM-SCP preferred.
• Strong UAE Labour Law knowledge.

Responsibilities

• Develop HR strategy aligned to business needs and org design.
• Own end-to-end recruitment, onboarding, and leadership pipelines.
• Run performance cycles, succession planning, and mobility programs.
• Design salary structures, grading, incentives, and benchmark pay.
• Deliver training and build leadership capability.
• Lead employee engagement and culture, managing relations.
• Ensure compliance with UAE Labour Law, MoHRE, WPS, visas, and Emiratisation.

RESPONSIBILITIES

• Develop HR strategy aligned to business; advise on org design, workforce planning, people risks
• Own end-to-end recruitment, employer branding, onboarding; build leadership pipelines
• Run performance cycles, succession planning, high-potential programmes; drive mobility
• Design salary structures, grading, incentives; benchmark pay; oversee payroll/WPS
• Deliver training and build leadership capability
• Lead employee engagement, culture, and manage employee relations fairly
• Ensure full compliance with UAE Labour Law, MoHRE, WPS, GPSSA, visas, and Emiratisation

KPIs

Time-to-hire, quality of hire, turnover/retention, engagement scores, leadership pipeline, budget control, zero regulatory penalties

REQUIREMENTS

• 12+ years HR (5+ senior leadership); generalist across all functions
