Job Purpose
Lead and manage end-to-end HR operations and administration services, including recruitment, employment contracts, onboarding, employee relations, learning and development, workplace operations, facilities, security, accommodation, and employee services. The role is responsible for maintaining a compliant, efficient, safe, and employee-focused work environment while supporting business continuity and organizational objectives.
Key Responsibilities
HR Operations & Talent Management
- Manage end-to-end recruitment activities, including job requisitions, position creation, sourcing, screening, assessments, offers, and HR system updates.
- Ensure recruitment activities are aligned with the approved organizational structure and manpower plan.
- Oversee employment and rental manpower contracts, including preparation, validation, renewal, and execution.
- Ensure contracts and HR processes comply with company policies and applicable legal requirements.
- Manage pre-onboarding and onboarding activities, including documentation, system access, induction, and closure of pending requirements.
- Monitor early employee attrition and implement initiatives to improve employee retention.
- Support workforce planning and organizational development initiatives.
Employee Relations
- Manage employee relations activities in accordance with company policies and applicable labor regulations.
- Handle employee grievances, disciplinary matters, investigations, and related documentation.
- Provide guidance and support to line managers on employee relations practices.
- Ensure employee issues are addressed fairly, consistently, and within appropriate timelines.
- Maintain proper records and ensure timely closure of employee relations cases.
Learning & Development
- Identify training and development requirements in coordination with business units.
- Support the preparation and implementation of annual training plans.
- Coordinate training programs, workshops, and employee development initiatives.
- Monitor training effectiveness and maintain accurate training records.
- Prepare relevant training reports and performance updates.
Office & Workplace Administration
- Manage office resources, supplies, workspace utilization, and general administrative services.
- Oversee service providers supporting office equipment, utilities, and workplace operations.
- Monitor utility consumption and identify opportunities to improve efficiency and reduce costs.
- Ensure timely handling and distribution of mail and internal service requests.
- Maintain an efficient and well-organized workplace environment.
Reception & Visitor Management
- Ensure professional and efficient front-desk operations.
- Manage visitor registration and access procedures.
- Ensure compliance with building access and visitor management requirements.
- Maintain a professional experience for employees, visitors, and business partners.
Hospitality & Catering Services
- Coordinate corporate events, workshops, meetings, and training programs with internal teams and external service providers.
- Manage catering services while maintaining required quality, hygiene, and safety standards.
- Ensure meeting and event facilities are properly prepared and available for use.
- Coordinate vendors and service providers to ensure smooth event execution.
Housing & Employee Services
- Manage employee accommodation allocation, move-in and move-out processes, and related administration.
- Coordinate accommodation maintenance and ensure timely resolution of housing-related issues.
- Manage employee transportation services and coordinate with relevant service providers.
- Ensure accommodation facilities meet applicable health, safety, and regulatory requirements.
Security Management
- Oversee physical and electronic security systems, including surveillance and access control.
- Manage security manpower deployment and monitor service performance.
- Coordinate incident reporting, investigation, and resolution.
- Ensure emergency response procedures are implemented and maintained.
- Ensure compliance with applicable security requirements and standards.
Facilities & Maintenance Management
- Oversee preventive and corrective maintenance activities for buildings, utilities, and infrastructure.
- Manage maintenance contractors and service providers.
- Monitor the functionality and condition of facilities and assets.
- Ensure timely resolution of maintenance issues.
- Maintain compliance with HSE and applicable regulatory requirements.

- Monitor budgets and expenses to achieve optimum cost efficiency.
Organizational Development
- Support the development of organizational structures based on current business requirements and future growth plans.
- Ensure job descriptions are available and maintained for all organizational roles.
- Support effective manpower deployment and organizational development initiatives.
Process Improvement & Automation
- Develop and maintain effective HR and administration policies, systems, processes, and procedures.
- Identify opportunities for automation and process improvement.
- Promote the effective use of HR technology and IT solutions.
- Encourage adoption and efficient utilization of automated systems across HR and administration operations.

Academic Qualification
- Bachelor’s degree in Human Resources, Business Administration, or a relevant field.
Work Experience
- 6–10 years of relevant experience in HR operations, administration, employee relations, facilities, or related functions.
