Job summary

Azizi Developments is seeking an experienced HSE Manager to lead Health, Safety and Environmental functions across our construction projects in the UAE. The role requires extensive site leadership, regulatory knowledge and alignment with international HSE standards.

You will establish policies, conduct audits and drive continuous improvement while coordinating with PMs, QA/QC teams and subcontractors to ensure zero-incident performance.

Qualifications

  • Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science or a related discipline.
  • 12–15 years of HSE experience, preferably within large-scale construction and real estate development projects.
  • Strong UAE/GCC construction experience is mandatory.
  • Experience managing HSE teams across multiple construction sites.
  • Professional HSE certification such as NEBOSH IGC/Diploma, IOSH or equivalent.
  • Lead Auditor certification for ISO 45001/14001 will be an advantage.
  • Strong knowledge of Risk Assessment, Incident Investigation, PTW, Emergency Management and HSE Auditing.
  • Excellent leadership, communication and stakeholder-management skills.
  • Ability to work effectively in a fast-paced, high-volume construction environment.

Responsibilities

  • Lead the overall Health, Safety & Environmental function across assigned construction projects.
  • Develop, implement and continuously improve HSE policies, procedures, plans and systems.
  • Ensure compliance with UAE HSE legislation, local authority requirements, project specifications and international standards.
  • Conduct regular site inspections, audits and risk assessments to identify potential hazards and ensure corrective actions are implemented.
  • Review and approve Risk Assessments, Method Statements, Emergency Response Plans and HSE procedures.
  • Lead investigations of accidents, incidents, near misses and dangerous occurrences, identifying root causes and implementing preventive measures.
  • Monitor contractors and subcontractors to ensure compliance with project HSE requirements.
  • Establish and monitor HSE KPIs and prepare regular reports for senior management.
  • Conduct HSE meetings, toolbox talks, awareness sessions and training programs.
  • Ensure effective implementation of Permit-to-Work systems, emergency procedures and site safety controls.
  • Coordinate with Project Managers, Construction Managers, QA/QC teams, consultants and subcontractors on HSE matters.
  • Ensure appropriate emergency preparedness, fire safety, first aid and evacuation procedures are maintained.
  • Monitor environmental aspects including waste management, pollution prevention, dust/noise control and site environmental compliance.
  • Lead internal HSE audits and support external/client/authority inspections.
  • Ensure timely closure of HSE observations, NCRs and audit findings.
  • Promote a strong safety culture and zero-incident mindset across all project teams.

We are looking for an experienced and proactive HSE Manager to lead and manage Health, Safety and Environmental functions across our construction projects.

Job Summary

The HSE Manager will be responsible for establishing, implementing and monitoring HSE policies, procedures and systems across project sites. The role requires strong leadership, extensive construction-site experience and the ability to ensure compliance with UAE regulations, client requirements and international HSE standards.
