Job summary

Roads and Transport Authority in Dubai is seeking a senior leader to direct enterprise-wide learning and development, shaping national training frameworks and ensuring alignment with HR strategy. Qualifications

• Minimum 12 years of experience with a Masters, or 14 years with a Bachelor's.
• Experience in talent development and assessment processes.
• Experience in performance management and governance.
• Knowledge of individual development planning and HR frameworks.

Responsibilities

• Oversee design and endorsement of employee learning procedures aligned with HR strategy.
• Direct annual learning and development plan including leadership and functional programs.
• Lead professional development plans via competency assessment and measurement frameworks.
• Provide strategic oversight for scholarships, summer training and graduate development to sustain talent pipelines.
• Develop and manage the annual budget and forecast for learning initiatives.
• Lead national development agenda for the RTA and ensure guidelines across sectors are implemented.
• Supervise implementation of learning programs ensuring alignment with priorities and standards.
• Coordinate training logistics for efficient delivery of learning initiatives.
• Oversee induction programs to support onboarding and engagement.
• Govern and approve performance evaluations per Dubai Government HR requirements.
• Guide and evaluate Centre Managers for consistent performance.
• Ensure effective utilization of training facilities and resources.
• Evaluate training programs and providers for quality and impact.
• Promote digital learning technologies and data-driven methods.
• Review learning analytics and recommend improvements.
• Define and govern training metrics, OKRs and productivity measures.
