Qualifications
- UAE National with a Family Book as required under the Emiratisation framework.
- Bachelor's degree in Business Administration, Marketing, Communications, Engineering, or another relevant discipline.
- Fresh graduate or early-career professional with a strong interest in proposal development, bids, pursuits, and infrastructure consulting.
- Strong written and verbal communication skills with the ability to develop clear and accurate business content.
Responsibilities
- Support small and medium-sized proposals, Letters of Interest, Statements of Qualifications, and related pursuit submissions.
- Assist capture teams during pre-RFP planning and contribute to the development of win themes, differentiators, and proposal messaging.
- Review RFI, RFQ, and RFP instructions to understand submission requirements, deliverables, deadlines, and compliance obligations.
- Help create proposal schedules that establish realistic milestones for content development, reviews, production, approvals, and final delivery.
- Prepare proposal templates and support document production, formatting, and quality control activities.

The Graduate Proposal Specialist supports the preparation of competitive submissions used to secure new infrastructure and professional services opportunities. Working alongside experienced pursuit, technical, commercial, and business development professionals, the graduate will learn how client requirements are converted into compliant proposals, Statements of Qualifications, Letters of Interest, presentations, and supporting marketing material. The role develops an important combination of writing, coordination, commercial awareness, research, and deadline management while providing a structured pathway into proposal and pursuit management.
- Support small and medium-sized proposals, Letters of Interest, Statements of Qualifications, and related pursuit submissions.
- Assist capture teams during pre-RFP planning and contribute to the development of win themes, differentiators, and proposal messaging.
- Review RFI, RFQ, and RFP instructions to understand submission requirements, deliverables, deadlines, and compliance obligations.
- Help create proposal schedules that establish realistic milestones for content development, reviews, production, approvals, and final delivery.

- Implement approved proposal and presentation changes following feedback from pursuit leaders and review teams.
- Assist with Go-No Go and greenlight analysis by organizing information required for pursuit decisions.
- Maintain accurate opportunity and pursuit information within CRM and related business development systems.
- Participate in internal pursuit debriefs to capture lessons learned and improve future submissions.
- Follow required quality, legal, contractual, delegation of authority, and signatory approval processes under supervision.
- Perform detailed self-checks before submitting documents or information for formal team review.
- Conduct basic market and competitor research to support pursuit planning and business development activities.
- Coordinate deadlines and inputs from multidisciplinary contributors while escalating potential delays promptly.
- Maintain organized proposal files, templates, records, and supporting information throughout the pursuit lifecycle.
- Work closely with technical, marketing, business development, commercial, and management teams to support timely submissions.
- Participate fully in structured training, coaching, mentoring, and development activities throughout the 24-month Advance Graduate Program.
