Role Context

The Geotechnical Engineer provides technical control over ground-related risks that can directly affect road performance, foundations, retaining systems, underpasses, and long-term infrastructure durability. The role combines field supervision with engineering review, testing oversight, authority coordination, and contract administration. Accurate interpretation of subsurface conditions and disciplined verification of earthworks and ground treatment are essential for preventing settlement, instability, construction defects, and costly corrective works.

Key Responsibilities
  • * Supervise geotechnical activities across active road and infrastructure work fronts.
  • * Witness ground investigation works including boreholes and trial pits.
  • * Monitor in-situ testing and confirm activities follow approved procedures.
  • * Review borehole information and verify the quality of field logging.
  • * Assess laboratory testing results relevant to soil and ground conditions.
  • * Monitor ground improvement works and confirm execution against approved designs.
  • * Supervise engineered fill placement and compaction activities.
  • * Verify earthwork quality through field density and supporting verification tests.
  • * Check compliance with specified upper and lower density limits.
  • * Confirm minimum compaction requirements are achieved.
  • * Assess over-compaction and air-void criteria in accordance with project requirements.
  • * Apply relevant provisions of the RTA General Specification to earthworks inspection and acceptance.
  • * Review contractor method statements for geotechnical and earthworks activities.
  • * Assess Inspection and Test Plans for completeness and technical suitability.
  • * Review material submittals associated with fill, ground improvement, and foundation works.
  • * Evaluate contractor and specialist prequalification packages.
  • * Review factual and interpretative geotechnical reports.
  • * Assess Geotechnical Design Reports where submitted.
  • * Review Ground Factual Reports and Ground Investigation Reports.
  • * Check consistency between field data, laboratory results, interpretation, and proposed design parameters.
  • * Review dynamic compaction methodology and performance criteria.
  • * Monitor vibro improvement techniques where included in the project.
  • * Review rapid impact compaction activities and acceptance requirements.
  • * Assess pre-treatment and post-treatment CPT results.
  • * Witness zone load tests and evaluate results against approved acceptance criteria.
  • * Review ground improvement verification testing before acceptance.
  • * Assess geotechnical parameters used for mechanically stabilized earth retaining walls.
  • * Review foundation-related submissions for MSE wall systems.
  • * Coordinate geotechnical aspects of cut-and-cover underpass construction with structural teams.
  • * Review ground conditions influencing excavation support and foundation performance.
  • * Witness pile testing where applicable.
  • * Review static or other approved pile load testing results.
  • * Confirm piling tests comply with drawings, specifications, and approved procedures.
  • * Identify noncompliant geotechnical or earthworks activities.
  • * Raise Non-Conformance Reports when required.
  • * Prepare Site Observation Reports for site deficiencies or emerging issues.
  • * Track contractor responses and corrective actions.
  • * Verify satisfactory closeout of geotechnical nonconformances.
  • * Maintain clear comment and response records for contractor submissions.
  • * Monitor progress of geotechnical activities against the approved construction program.
  • * Advise the Resident Engineer of delays or emerging geotechnical risks.
  • * Escalate quality, safety, and specification compliance concerns promptly.
  • * Coordinate technical matters with the contractor and design teams.
  • * Liaise with RTA regarding geotechnical and earthworks requirements.
  • * Coordinate with Dubai Municipality when approvals or technical interfaces require authority involvement.
  • * Liaise with DEWA and other stakeholders on interfaces affecting ground or utility-related works.
  • * Attend geotechnical and technical coordination meetings.
  • * Participate in project progress, quality, and safety meetings.
  • * Prepare or support accurate meeting minutes where geotechnical matters are discussed.
  • * Assist with review of geotechnical components of interim payment submissions.
  • * Verify that claimed work corresponds with inspected and accepted site activities.
  • * Maintain inspection registers covering geotechnical supervision activities.
  • * Keep organized records of testing, approvals, reports, NCRs, and correspondence.
  • * Support preparation of project completion and handover documentation.
  • * Maintain records suitable for technical audit and contractual review.
Ideal Profile
  • * Bachelor 's degree in Civil Engineering or Geotechnical Engineering.
  • * Minimum 12 years of geotechnical engineering experience.
  • * Strong background in major road and infrastructure projects.
  • * Proven consultant-side or Engineer-side construction supervision experience.
  • * Demonstrable project delivery experience within Dubai is essential.
  • * Previous experience on RTA roads or infrastructure projects is required.
  • * Working knowledge of the RTA General Specification, particularly Sections 4 and 5.
  • * Strong understanding of ground investigation techniques.
  • * Experienced in interpreting bore logs and subsurface information.
  • * Competent in reviewing laboratory soil testing data.
  • * Able to derive appropriate geotechnical design parameters from investigation results.
  • * Strong knowledge of engineered fill and earthworks control.
  • * Experienced in compaction acceptance and verification testing.
  • * Familiar with ground improvement methods including dynamic compaction.
  • * Knowledge of vibro improvement techniques.
  • * Familiarity with rapid impact compaction.
  • * Experienced in CPT interpretation and ground treatment verification.
  • * Understanding of MSE retaining wall geotechnical requirements.
  • * Knowledge of foundation systems for road and underpass infrastructure.
  • * Familiar with pile testing and load test interpretation.
  • * Able to review GFR, GIR, and other geotechnical reports.
  • * Experienced in reviewing method statements and Inspection and Test Plans.
