Job summary

Binladin Contracting Group in Dubai seeks an Estimation & Tendering Lead to drive cost planning for infrastructure projects. You will prepare detailed cost estimates for roads, utilities, drainage and related works, review drawings and BOQs, and present competitive submissions to senior management.

Required: 15+ years in estimation/tendering with a main contractor, Civil Engineering or QS degree, strong rate analysis, and UAE/GCC experience.

Qualifications

• Bachelor's degree in Civil Engineering or related field.
• 15+ years in estimation/tendering, preferably with a main contractor.
• Strong knowledge of BOQ preparation, quantity take-off, rate analysis and pricing.
• Experience with reviewing drawings, specifications and contract documents.
• UAE/GCC construction experience is highly preferred.

Responsibilities

• Lead the estimation and tendering process for infrastructure projects.
• Review tender documents, drawings, specifications, BOQs, and contract conditions.
• Prepare detailed cost estimates for roads, utilities, drainage, and related works.
• Analyse project requirements, quantities, specifications, and construction methodologies.
• Review and verify quantities, rates, and pricing prepared by estimators.
• Obtain and evaluate quotations from subcontractors, suppliers, and vendors.
• Coordinate with Procurement, Planning, Engineering, and Commercial teams during the tender stage.
• Identify project risks, exclusions, assumptions, and commercial requirements.
• Prepare detailed rate analyses and cost breakdowns.
• Develop competitive pricing strategies based on project requirements and market conditions.
• Review subcontractor and supplier quotations and negotiate where required.
• Prepare tender summaries and present estimates to senior management for review and approval.
• Ensure all tender submissions are accurate, complete, and submitted within deadlines.
• Maintain a database of rates, suppliers, subcontractors, and previous project costs.
• Participate in pre-tender meetings, site visits, clarification meetings, and negotiations.
• Assist in preparing post-tender clarifications and commercial negotiations.
• Support management during contract award and handover from estimation to execution.
• Monitor market trends, material prices, labour costs, and construction rates.

Required Experience

• Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field.
• 15+ years of experience in estimation/tendering, preferably with a main contractor.
• Strong experience in infrastructure and civil construction projects.
• Experience in roads, utilities, drainage, earthworks, bridges, and other infrastructure works.
• UAE/GCC construction experience is highly preferred.
• Strong knowledge of BOQ preparation, quantity take-off, rate analysis, and cost estimation.
• Experience in reviewing drawings, specifications, and contract documents.
• Good knowledge of construction methods, materials, and current market rates.
• Experience in managing estimation teams and multiple tenders simultaneously.
• Strong negotiation, analytical, and communication skills.
• Good knowledge of Excel and estimation/tendering software.
