Job summary

Shaffra is seeking a Solutions & Proposal Manager in Dubai to own the development of enterprise proposals from opportunity through final submission. You will work across Sales, Product, Engineering and Project Management to shape solutions and coordinate inputs for commercially strong, technically accurate proposals.

Qualifications

• Experience in enterprise software, technology, AI, digital transformation or systems integration.
• Strong experience preparing technical and commercial proposals.
• Ability to understand customer requirements and translate them into clear solutions.
• Good technical understanding without necessarily being a developer.
• Strong commercial awareness.
• Ability to understand pricing, scope and delivery implications.
• Experience working across Sales, Product, Engineering and Delivery teams.
• Strong written communication and presentation skills.
• Very strong attention to detail.
• Comfortable managing multiple opportunities and deadlines at the same time.
• Experience with enterprise or government RFPs and tenders is a strong advantage.
• Good understanding of the Saudi and GCC enterprise market is a plus.

Responsibilities

• Proposal Ownership: Own the full proposal process from initial scoping through final submission.
• Solution Scoping: Translate customer requirements into clear use cases, solution components, workflows and deliverables.
• Technical Coordination: Work with Product and Engineering to validate architecture, integrations, infrastructure, data and technical requirements.
• User Experience Scoping: Define how the proposed solution will work for the customer and its end users.
• Delivery Planning: Work with Project Management to define implementation phases, timelines, milestones, dependencies and responsibilities.
• Commercial Coordination: Work with Sales and management on pricing, commercial structure, implementation fees, recurring fees and optional items.
• RFPs & Tenders: Coordinate and prepare responses to RFPs, RFIs and enterprise tenders.
• Scope Control: Clearly define assumptions, dependencies, exclusions and customer responsibilities.
• Proposal Quality: Ensure every proposal is clear, customer-specific, commercially aligned and technically accurate.
• Internal Coordination: Drive all relevant teams to provide the required inputs within proposal deadlines.
• Sales‑to‑Delivery Handover: Make sure what was sold is clearly handed over to Project Management and Delivery once the opportunity is won.
• Proposal Library: Build and maintain reusable technical, commercial and company content to improve both speed and quality of future proposals.
