DEC Dynamic Design Studio in Dubai is seeking an experienced HSE Lead to implement and enforce health, safety, and environmental standards across construction sites. You will review contractor safety plans, conduct inspections, and drive a culture of proactive risk management.
The role requires strong knowledge of CPM scheduling and project controls, with 7+ years in HSE on projects and 5+ years UAE experience.
Lead the implementation and enforcement of health, safety, and environmental (HSE) standards across project sites.
Review and approve contractor safety plans, conduct site inspections, audits, and risk assessments, and ensure full compliance with applicable regulations, company policies, and industry best practices.
Work closely with project teams, contractors, and stakeholders to foster a strong safety culture, identify opportunities for continuous improvement, and proactively mitigate workplace risks.
Detail-oriented, confident in driving compliance, and passionate about creating and maintaining safe, healthy, and environmentally responsible work environments.
Review and audit Contractor’s EHS plans, method statements, and safety reports to ensure regulatory compliance
Conduct daily site inspections, monitor safety performance, and enforce HSE standards across all activities
Lead HSE meetings, report audit findings, and issue safety violations/NCRs as required
Liaise with authorities during inspections and ensure timely close-out of observations and violations
Support incident investigations, verify permit-to-work systems, and ensure effective risk assessments and training programs
Monitor environmental controls, emergency preparedness, and extreme weather safety measures on site
Proven experience in health, safety, and environmental (HSE) for construction or engineering projects for at least 7 years with 5 years UAE experience.
Strong knowledge of Critical Path Method (CPM) scheduling and project control techniques
Experience reviewing contractor work programmes, progress reports, and EoT claims
Familiarity with progress reporting, site monitoring, and handover procedures
Strong analytical and problem-solving skills
Excellent coordination and communication with contractors, engineers, and project teams
Proficient in project management and scheduling software (e.g., Primavera P6, MS Project)
Detail-oriented with the ability to translate programme data into actionable recommendations
Knowledge of construction processes, drawings, and specifications
