Role Context

The Contract Procurement Specialist will provide procurement governance across the full purchasing lifecycle, from approved requisitions and sourcing strategy through supplier selection, award, purchase order management, delivery monitoring, and closeout. The role requires close coordination with Buyers, Procurement Coordinators, project teams, technical evaluators, finance personnel, and suppliers. Effective oversight will help improve competition, strengthen commercial controls, reduce procurement delays, manage supplier risk, and ensure purchasing decisions remain transparent, compliant, and properly documented.

Key Responsibilities
  • Manage procurement activities from approved requisition through sourcing, evaluation, award, purchase order administration, delivery monitoring, and closeout.
  • Ensure required procurement stage-gates, approvals, controls, and governance procedures are completed before commitments are made.
  • Review procurement documentation prepared by Buyers, Procurement Coordinators, project personnel, and support teams for accuracy and completeness.
  • Monitor procurement plans, sourcing schedules, workload priorities, approval status, cycle times, and critical delivery dates.
  • Prepare and maintain procurement dashboards, status reports, and exception reporting for management review.
  • Evaluate proposed sourcing strategies and procurement methods against project requirements, commercial risks, and market conditions.
  • Review bidder lists and support supplier registration, prequalification, due diligence, and compliance screening.
  • Examine solicitation packages before release to confirm commercial requirements, evaluation criteria, and approval documentation are complete.
  • Oversee supplier communications, tender clarifications, addenda, submission controls, and confidentiality requirements.
  • Maintain fair and consistent treatment of suppliers throughout competitive sourcing activities.
  • Confirm that technical evaluations are completed by accountable engineering or technical teams.
  • Review commercial evaluations, bid comparisons, and Bid Analysis Summaries for accuracy, consistency, and adequate justification.
  • Challenge abnormal pricing, unresolved deviations, insufficient competition, unsupported assumptions, and material commercial risks.
  • Verify required approvals before supplier award, contract commitment, or purchase order issuance.
  • Monitor purchase order status, supplier delivery performance, documentation, amendments, invoicing issues, and outstanding closeout actions.
  • Maintain complete procurement records suitable for internal review, external audit, and project governance requirements.
  • Escalate supplier performance concerns, procedural non-compliance, and significant sourcing risks to appropriate management.
  • Provide technical guidance and quality feedback to Buyers, Coordinators, and project procurement personnel.
  • Recommend improvements to procurement workflows, controls, reporting, and cycle-time performance.
  • Support effective coordination between procurement, engineering, project management, finance, legal, and supplier teams.
Ideal Profile

Candidates should hold a Bachelor 's degree in Business Administration, Supply Chain Management, Procurement, Economics, Engineering, or a related discipline. A minimum of 5 years of relevant professional experience is required in procurement, purchasing, strategic sourcing, or supply chain activities. Applicants should have demonstrated responsibility for overseeing end-to-end procurement processes and reviewing work produced by Buyers, Procurement Coordinators, or project procurement teams. Strong knowledge of competitive sourcing, supplier qualification, commercial evaluation, purchase order administration, procurement governance, and closeout procedures is essential. Candidates must be able to identify sourcing risks, questionable pricing, procedural gaps, supplier concerns, and unsupported award recommendations using independent commercial judgment. Experience within engineering, construction, infrastructure, project management, or professional services environments will be advantageous. Previous responsibility for monitoring procurement portfolios, compliance indicators, sourcing cycle times, supplier performance, or management dashboards will add value. Professional qualifications such as CIPS, MCIPS, CPSM, or an equivalent procurement certification are desirable.
