Job summary

Qualifications

• Bachelor's degree in Business Administration, Supply Chain Management, Procurement, Economics, Engineering, or a related discipline.
• Minimum 5 years of relevant procurement, purchasing, sourcing, or supply-chain experience.
• Experience overseeing end-to-end procurement processes.
• Experience reviewing work prepared by Buyers, Procurement Coordinators, or project procurement personnel.
• Strong understanding of competitive sourcing methodologies and procurement controls.
• Practical knowledge of supplier qualification, bidder management, and commercial evaluation.
• Experience preparing or reviewing bid comparisons and award recommendations.
• Understanding of purchase order administration, amendments, delivery monitoring, and closeout.

Responsibilities

• Manage procurement activities from approved requisitions through sourcing, evaluation, award, purchase order administration, and final closeout.
• Ensure required procurement stage-gates and internal approval controls are completed before commercial commitments are made.
• Review procurement documentation prepared by Buyers, Procurement Coordinators, project teams, and support personnel.
• Confirm that procurement records are complete, accurate, properly approved, and compliant with established procedures.
• Monitor procurement plans, sourcing schedules, workload priorities, cycle times, pending approvals, risks, and delivery milestones.
• Develop clear status dashboards and exception reports for management review.
• Validate proposed sourcing strategies, procurement methods, and bidder lists before solicitation.
• Oversee supplier registration, prequalification, due diligence, and compliance screening.
• Review tender and solicitation packages before release to the market.
• Monitor bidder communications, clarification processes, addenda, submission controls, and confidentiality requirements.
• Ensure suppliers are treated consistently and fairly throughout competitive sourcing processes.
• Confirm technical evaluations are completed by accountable technical teams.
• Review commercial evaluations, bid comparisons, and Bid Analysis Summaries for accuracy and adequate justification.
• Challenge abnormal pricing, unsupported assumptions, unresolved deviations, inadequate competition, and material commercial risks.
• Verify that all required approvals are secured before award recommendations or purchase commitments proceed.
• Review supplier commercial conditions and identify contractual or pricing concerns requiring escalation.
• Monitor purchase order progress against agreed delivery and project requirements.
• Identify delivery risks, documentation gaps, amendment requirements, and supplier-performance concerns.
• Track invoicing issues and coordinate resolution with relevant project, procurement, and finance stakeholders.
• Ensure purchase orders are formally closed once obligations, documentation, and commercial requirements are completed.
• Maintain procurement files in a complete and audit-ready condition.
• Provide technical guidance and quality feedback to procurement personnel.
• Escalate procedural non-compliance and supplier-performance issues to appropriate management.
• Recommend practical improvements to procurement processes, controls, reporting, and cycle times.
• Support supplier governance and performance-monitoring activities across the procurement portfolio.
• Use sound commercial judgement when evaluating sourcing risks, pricing anomalies, procedural gaps, and award recommendations.
• Maintain confidentiality, impartiality, and ethical standards throughout procurement activities.
• Coordinate effectively with multidisciplinary engineering, project management, commercial, finance, and technical teams.
