Job summary

Target Engineering Construction Co LLC in the United Arab Emirates seeks a seasoned Site Manager to lead on-site civil and mechanical construction activities on large-scale EPC projects.

The successful candidate will manage day-to-day delivery, coordinate multidisciplinary teams, enforce HSE and quality standards, and report progress to project leadership. A minimum of 12 years in construction and 5 years in a leadership role is required.

Qualifications

• Minimum 12 years of construction and project management experience.
• Experience in Oil & Gas EPC Projects, refineries, petrochemical, power, marine and infrastructure.
• 5+ years in Site Manager or equivalent leadership role overseeing civil and mechanical works.
• Proven ability to manage large multidisciplinary teams and subcontractors.

Responsibilities

• Lead on-site civil and mechanical construction activities in line with approved plans.
• Coordinate multidisciplinary teams to ensure on-time, on-schedule delivery.

Are you a seasoned construction professional with extensive experience managing civil and mechanical construction works on large-scale EPC projects? We are looking for an accomplished Site Manager to lead and oversee all on-site civil and mechanical construction activities, ensuring safe, efficient, and high-quality project execution.

The Site Manager will be responsible for managing the day-to-day delivery of civil and mechanical construction packages, coordinating multidisciplinary teams, enforcing HSE and quality standards, and driving projects toward successful completion. The role will also work closely with operational leadership and project stakeholders to ensure construction objectives are achieved safely, on schedule, and within budget.

YOUR ROLE

Civil & Mechanical Construction Leadership

• Lead and manage all on-site civil and mechanical construction activities in accordance with approved project plans, specifications, and schedules.
• Oversee construction works including foundations, concrete structures, buildings, underground services, steel structures, mechanical equipment installation, piping systems, tanks, vessels, and associated infrastructure.
• Coordinate interfaces between civil, structural, mechanical, electrical, and commissioning teams to ensure seamless project execution.
• Ensure construction activities are executed in compliance with project requirements, industry standards, and client specifications.

Site Planning & Project Execution

• Develop and implement site logistics, mobilization, and construction execution plans.
• Coordinate manpower, equipment, materials, and subcontractors to maximize productivity.
• Monitor progress against project milestones and implement recovery plans where required.
• Conduct site assessments to identify construction, safety, environmental, and logistical requirements.

Quality Assurance & Control

• Ensure all civil and mechanical works comply with approved drawings, specifications, codes, and standards.
• Conduct regular inspections and quality audits to verify workmanship and compliance.
• Collaborate with QA/QC teams to address non-conformances and implement corrective actions.
• Maintain accurate construction and quality documentation.

Health, Safety & Environmental (HSE) Compliance

• Promote and enforce a strong HSE culture across all construction activities.
• Conduct safety briefings, toolbox talks, and site inspections.
• Ensure compliance with company, client, and regulatory HSE requirements.
• Investigate incidents, near misses, and unsafe conditions while implementing preventive measures.

Resource & Team Management

• Lead site engineers, supervisors, foremen, subcontractors, and construction crews.
• Monitor workforce performance and productivity.
• Coordinate material deliveries, equipment utilization, and construction sequencing.
• Facilitate regular site meetings and progress reviews.

Stakeholder Management & Reporting

• Serve as the primary on-site contact for Project Directors, construction management teams, and client representatives.
• Provide regular updates on construction progress, productivity, risks, and key project metrics.
• Maintain effective communication with contractors, consultants, and internal stakeholders.
• Support project leadership in achieving strategic project objectives.
• Identify and mitigate construction risks related to safety, quality, schedule, and cost.
• Resolve technical and operational issues that impact project execution.
• Implement lessons learned and continuous improvement initiatives.

WHAT WE’RE LOOKING FOR

Experience

• Minimum 12 years of construction and project management experience within:
• Oil & Gas EPC Projects
• Refineries & Petrochemical Facilities
• Power Generation Projects
• Marine & Infrastructure Developments
• Minimum 5 years in a Site Manager, Construction Manager, or Project Leadership role overseeing major civil and mechanical construction works.
• Proven experience managing large multidisciplinary construction teams and subcontractors.

Education and Certifications

• Bachelor's Degree in Civil Engineering, Mechanical Engineering, or a related Engineering discipline.
• Master's Degree in Engineering Management or Project Management is preferred.
• PMP or equivalent Project Management Certification is preferred.
• OSHA or other recognized Safety Management Certifications are advantageous.

Skills and Competencies

• Strong expertise in civil and mechanical construction management within EPC environments.
• Extensive knowledge of: Structural and civil construction, Mechanical equipment installation, Piping and process systems, Construction methodologies, International construction codes and standards.
• Strong understanding of HSE regulations and best practices.
• Ability to interpret engineering drawings, specifications, and construction documents.
• Excellent leadership, organizational, negotiation, and stakeholder management skills.
• Proficiency in project planning, scheduling, reporting, and construction management software.
