Target Engineering Construction Co LLC is seeking a seasoned Construction Manager (Mechanical) to lead large-scale EPC project execution from construction through pre-commissioning in the UAE. You will supervise multidisciplinary teams, subcontractors, and stakeholders to ensure safety, quality, and on-time delivery.

The role requires extensive mechanical construction expertise, exceptional planning abilities, and a track record of delivering complex projects in fast-paced environments.

Qualifications

• Bachelor's degree in Mechanical Engineering.
• Master's degree is an advantage.
• PMP or equivalent Project Management Certification preferred.
• OSHA or other recognized Safety Certification is beneficial.

Job description

Are you a seasoned Mechanical Construction professional with extensive experience delivering complex Oil & Gas EPC projects? We are seeking an accomplished Construction Manager (Mechanical) to lead and oversee large-scale construction activities, ensuring safe, efficient, and high-quality project execution from construction through pre-commissioning.

YOUR ROLE

As Construction Manager, you will be responsible for leading and coordinating all mechanical construction activities across major EPC projects. The successful candidate will drive project execution, ensuring adherence to schedule, budget, quality, and HSE requirements while managing multidisciplinary teams, subcontractors, and key stakeholders.

This is a leadership role requiring strong technical expertise in mechanical construction, exceptional planning capabilities, and the ability to deliver complex projects in fast-paced environments.

Project Planning & Execution

• Develop mechanical construction strategies, execution plans, and resource schedules.
• Review IFC drawings, specifications, and project scope documents.
• Coordinate with Engineering and Procurement teams to ensure timely availability of drawings, materials, and equipment.
• Monitor productivity and ensure achievement of project milestones.

Construction Management & Site Supervision

• Lead and manage all mechanical construction activities, including: Rotating equipment erection, Static equipment installation, Process piping fabrication and installation, Structural steel erection, Pressure testing, Pre-commissioning activities.
• Direct field engineers, supervisors, foremen, and subcontractors to ensure safe and efficient execution.
• Ensure compliance with project schedules, quality standards, and client requirements.

Quality Assurance & Control

• Ensure all mechanical works comply with project specifications and international standards.
• Coordinate inspections, hydrotests, audits, and approvals with QA/QC teams.
• Review and approve Method Statements, Inspection & Test Plans (ITPs), and quality documentation.
• Promote a strong safety culture across construction sites.
• Conduct risk assessments and participate in safety audits.
• Enforce Permit-to-Work systems and ensure compliance with company and regulatory HSE requirements.

Budget & Resource Management

• Monitor construction costs, workforce productivity, and material utilization.
• Support cost-control initiatives and resource optimization.
• Work closely with Procurement and Finance teams to maintain project budgets and resource availability.
• Identify project risks and develop mitigation strategies.
• Resolve technical and site execution challenges while minimizing delays and cost impacts.
• Analyze and document lessons learned to drive continuous improvement.

Stakeholder Management & Reporting

• Serve as the primary site interface between clients, contractors, consultants, and project leadership.
• Prepare regular progress reports covering schedule performance, costs, quality, and HSE metrics.
• Maintain effective communication across all project stakeholders.
• Lead, mentor, and develop construction teams.
• Foster a high-performance culture focused on safety, quality, and collaboration.
• Conduct performance evaluations and support professional development initiatives.

WHAT WE’R LOOKING FOR

Experience

• Must have at least 15 years experience in Oil & Gas EPC construction projects.
• Minimum 5 years in a senior supervisory or managerial position.
• Strong background in: Rotating equipment erection, Static equipment installation, Process piping systems, Structural steel erection, Pressure testing, Pre-commissioning and mechanical completion activities

Education and Certifications

• Bachelor's Degree in Mechanical Engineering or a related discipline.
• Master's Degree is an advantage.
• PMP or equivalent Project Management Certification preferred.
• OSHA or other recognized Safety Management Certification is beneficial.

Skills and Competencies

• Strong understanding of ASME, API, ISO, ASTM standards.
• Expertise in installation of: Pumps, Compressors, Heat Exchangers, Storage Tanks, Pressure Vessels, Process Piping Systems.
• Ability to interpret: P&IDs, Isometric Drawings, GA Drawings, Equipment Layout Drawings.
• Proven leadership and team management skills.
• Excellent planning, analytical, and decision-making abilities.
• Strong stakeholder management and coordination capabilities.
• Effective negotiation and conflict-resolution skills.
• Excellent verbal and written communication skills.
• Ability to manage multiple priorities under demanding project conditions.
