Job summary

TALENTS TIDE HUMAN RESOURCES CONSULTING on behalf of the Dubai Government seeks a Chief Accountant for Entitlements and Salaries to join its shared services team in Dubai. Strong Emirati focus and government sector experience preferred.

You will oversee payroll, end-of-service settlements, pension contributions, and entitlement processing; ensure SLA compliance; train client staff and drive process improvements within the payroll function.

Qualifications

• Review and verify payroll and entitlement payments against SLAs and audit all payment types.
• Make final checks on monthly pension calculations and other statutory contributions.
• Oversee end-of-service gratuity calculations and final settlements for leaving employees.
• Process allowances paid with monthly payroll including travel allowances.
• Check onboarding of new employees on the approved systems plus employee self-service accounts and ongoing data updates.

Responsibilities

• Check payroll cost centres across all records and systems.
• Keep payroll and entitlement records complete and up to date.
• Handle queries from client entities and train client-entity staff on systems and procedures.
• Help prepare operational plans and KPIs and send regular performance reports to the Section Head.
• Suggest improvements that make payroll processes simpler and more efficient.

What you ll do

• Review and verify payroll and entitlement payments against service level agreements SLAs and audit all payment typesMake final checks on monthly pension calculations and other statutory contributions
• Oversee end-of-service gratuity calculations and final settlements for leaving employees
• Process allowances paid with monthly payroll including travel allowances

EmiratiBachelor's degree in Accounting, Finance, or a related field with 6+ years of relevant experience, or a Master's degree with 3+ yearsStrong hands-on experience with payroll, end-of-service settlements, and pension/statutory contributionsSolid knowledge of payroll systems and audit controlsGood communication skills for dealing with many stakeholders, including government entities and banksPreferred:CPA or another relevant professional certificationExperience in UAE government or shared servicesFamiliarity with Dubai Government HR Law
