Job summary

• Emirati candidate with degree and 6+ years experience, or a Master's with 3+ years.
• Strong payroll, end-of-service settlements, and pension contributions knowledge.
• Experience with government payroll systems and audit controls.
• Excellent stakeholder communication with government entities and banks.

Responsibilities

• Review and verify payroll and entitlement payments against SLAs.
• Final checks on pension calculations and statutory contributions.
• Oversee end-of-service gratuity calculations and settlements.
• Process monthly payroll allowances (travel allowances).
• Onboard new employees on approved systems and maintain self-service accounts.
• Check payroll cost centres across records and systems.
• Maintain complete payroll and entitlement records.
• Handle client queries and propose SLA-aligned solutions.
• Train client staff and share accounting knowledge with the team.
• Prepare operational plans and KPIs; report to the Section Head.
• Suggest process improvements for payroll efficiency.

Talent Tide is recruiting on behalf of the Dubai Government for a Chief Accountant Entitlements & Salaries to join its shared services team. You'll make sure salaries and employee entitlements are paid accurately and on time across several government entities.

What you'll do:

• Review and verify payroll and entitlement payments against service level agreements (SLAs), and audit all payment types
• Make final checks on monthly pension calculations and other statutory contributions
• Oversee end-of-service gratuity calculations and final settlements for leaving employees
• Process allowances paid with monthly payroll, including travel allowances
• Check onboarding of new employees on the approved systems, plus employee self-service accounts and ongoing data updates
• Check payroll cost centres across all records and systems
• Keep payroll and entitlement records complete and up to date
• Handle queries from client entities and suggest solutions in line with SLAs
• Train client-entity staff on systems and procedures, and share technical knowledge with the accounting team
• Help prepare operational plans and KPIs, and send regular performance reports to the Section Head
• Suggest improvements that make payroll processes simpler and more efficient

What we're looking for:

• Emirati
• Bachelor's degree in Accounting, Finance, or a related field with 6+ years of relevant experience, or a Master's degree with 3+ years
• Strong hands-on experience with payroll, end-of-service settlements, and pension/statutory contributions
• Solid knowledge of payroll systems and audit controls
• Good communication skills for dealing with many stakeholders, including government entities and banks

Preferred:

• CPA or another relevant professional certification
• Experience in UAE government or shared services
• Familiarity with Dubai Government HR Law
