Bid Manager – Civil Infrastructure is a senior Civil Engineering opportunity for a proposal and pursuit specialist who can manage complex bids, lead technical and commercial submissions, and support winning strategies for major infrastructure projects across the Middle East. Key Responsibilities
- Manage the full bid lifecycle from opportunity identification, go‑no‑go review, proposal planning, submission preparation, governance approval, and final client delivery.
- Lead the development of technical and commercial proposals for civil infrastructure pursuits across the Middle East region.
- Work closely with senior leadership to shape pursuit strategies, value propositions, win themes, delivery approaches, and pricing assumptions.
- Review tender documents, request for proposal packages, qualification requirements, drawings, scope documents, and client instructions.
- Coordinate with discipline leads to develop man‑hour estimates, fee structures, resource plans, delivery schedules, and technical inputs.
- Prepare hands‑on cost proposal content while ensuring that commercial assumptions, exclusions, qualifications and risk items are properly addressed.
- Support market research, opportunity tracking, reporting, and analysis for new growth areas within the civil infrastructure sector.
- Coordinate with marketing and proposal support teams to complete pre‑qualification documents, vendor registration requirements, and submission prerequisites.
- Obtain quotations from sub‑consultants, support negotiations, and align terms with company contract standards and risk committee requirements.
- Monitor Salesforce records for the business to ensure opportunity data, pursuit information, and bid updates remain current and accurate.
- Prepare reports, dashboards, presentations, and internal briefing material for leadership, proposal reviews, and risk committee discussions.
- Participate in bid strategy meetings and independently present pursuits valued up to 50,000,000 to internal risk committee stakeholders.
- Resolve scope, pricing, and proposal alignment issues with end markets, regional teams, and internal business groups.
- Ensure all approvals are secured according to current delegation of authority requirements and internal governance procedures.
- Verify that legal qualifications, risk committee directives, commercial notes and required compliance statements are included before final submission.
- Maintain organized bid records, review documentation, approval trails, pricing files and proposal archives in line with company policy.
- Manage and mentor junior staff involved in proposal coordination, bid administration, data collection, and submission preparation.
Ideal Profile
- Relevant degree qualification in engineering, business, construction management, commercial management or a related discipline.
- Strong experience managing bids, proposals, tenders or pursuits within infrastructure, civil engineering, construction consulting or professional services.
- Practical understanding of technical and commercial proposal development for large‑scale infrastructure opportunities.
- Ability to read tender documents, scope requirements, drawings, bid instructions, contractual terms and client evaluation criteria.
- Confident working with senior leadership, discipline heads, legal teams, risk committees, finance teams, marketing staff and external sub‑consultants.
- Strong commercial awareness with experience preparing fee proposals, resource estimates, delivery schedules and pricing assumptions.
- Excellent written communication skills with the ability to convert technical input into persuasive, compliant and client‑focused proposal content.
- Strong presentation skills for internal governance reviews, senior management briefings and risk committee discussions.
- Organised and deadline‑driven, with the ability to manage multiple proposal workstreams under pressure.
- Familiarity with Salesforce, bid governance systems, proposal libraries and internal approval workflows will be an advantage.
- Able to lead junior team members, improve bid coordination discipline and maintain high‑quality proposal standards.
- Previous Middle East civil infrastructure or consulting industry experience is highly preferred.
