Role overview

The Skills Development Facilitator is responsible for coordinating, implementing, and managing skills development initiatives within Zutari across South Africa, Greater Africa, and the Middle East. This role requires a strong understanding of South African skills development legislation (including CETA requirements), while also adapting to diverse regional workforce development frameworks, nationalization policies, and multinational stakeholder expectations.

Role responsibilities

Skills Development Planning and Compliance:

  • Coordinate the development and submission of Workplace Skills Plans (WSP) and Annual Training Reports (ATR) to the relevant CETA.
  • Ensure compliance with the Skills Development Act, Employment Equity Act, and B-BBEE requirements.
  • Maintain up-to-date knowledge of CETA regulations, grant funding requirements, and legislative changes.
  • Liaise with CETA representatives and manage all related submissions and queries.
  • Monitor and report on skills development expenditure and grant recovery.
  • Manage training budgets, monitor expenditure, and report on ROI for learning initiatives.
  • Analyze training data and provide insights to inform strategic decision-making.
  • Align training programs with national workforce development strategies (e.g., TVETA in Kenya, NBTE in Nigeria, Emiratization in UAE, Saudization in Saudi Arabia).
  • Manage regional funding applications through government subsidies, donor agencies, and CSR initiatives.

Training Program Coordination:

  • Identify organizational training needs through consultation with Learning Experience Design Partner
  • Source, evaluate, and coordinate accredited training providers and training interventions
  • Facilitate the implementation of internships, and skills programs
  • Manage learner registrations, assessments, and certification processes
  • Schedule and organize internal and external training events
  • Manage end to end mentorship program for Zutari employees and bursars

Learner and Stakeholder Management:

  • Provide guidance and support to learners, mentors, and line managers throughout training programs
  • Monitor learner progress and performance, ensuring timely completion of qualifications
  • Address learner queries and concerns, escalating issues where necessary
  • Build and maintain relationships with training providers, assessors, moderators, and CETA officials
  • Communicate training opportunities and schedules to employees across the organization
  • Strategic partnership with MD’s and COE’s and EE Forum to identify future skills needs and workforce planning priorities.

Administration and Reporting:

  • Maintain accurate records of all training activities, learner files, and CETA documentation
  • Prepare skills development reports for management and regulatory bodies
  • Track training budgets and expenditure against allocated funds
  • Manage training databases and learning management systems
  • Ensure all training records are audit-ready and compliant with legislative requirements
  • Bachelor's degree or National Diploma in Human Resources, Education, Training and Development, or related field
  • Skills Development Facilitator qualification (or working towards completion)
  • Certification in Education, Training and Development Practices (ETDP)
  • Registration with SABSA (South African Board for People Practices) or equivalent professional body
  • Minimum 4-6+ years of experience in skills development, training coordination, or learning and development
  • Proven experience with SETA/CETA processes, WSP/ATR submissions, and grant applications
  • Demonstrated experience managing internships or similar structured learning programs
  • Experience working with learning management systems and SETA/CETA MIS portals
  • In-depth understanding of Skills Development Act, B-BBEE skills development requirements, and relevant SETA/CETA regulations
