Property Development Manager

The Junior Development Manager (Delivery) manages and monitors specific developments from Inception (Stage 1) to Close-out (Stage 6) as per standard PROCSA Stages below:

• Stage 1 – Inception;
  
• Stage 2 – Concept and Viability;
  
• Stage 3 – Design Development;
  
• Stage 4 – Documentation and Procurement;
  
• Stage 5 – Construction; &
  
• Stage 6 – Close-out.
  

The key focus area of this role is the delivery of new projects while ensuring innovation in terms of resource efficiency, compliance with the sustainability & green development strategy of the business and design and deliver on the prescribed standard of buildings (Quality) within budget (Cost), according to the design, planning & purpose (Scope) and according to the programme (on Time).

This role plays an integral part in the Development Management functionality on behalf of the Company which results in the delivery of new assets to the portfolio as well as the upgrading of existing property assets within the current portfolio which will lead to the future economic growth of the business. The Junior Development Manager will be expected to coordinate internal and third-party stakeholders integral to the development process and where required support the Senior Development Managers.

Delivery

Oversee and manage the project lifecycle stages 3-6 (of 6)

• Responsible for all aspects of the construction stage of the development, from IC Approval to Final Completion and handover to Asset Management.
  
• The Junior Development Manager (Delivery) will be the custodian of the project for the duration of the construction stage.
  

Deal Champion

• Assist in the project lifecycle stages 1-3 (of 6)
  
• Assists the Deal Champion, when required, with all aspects from Inception to IC Approval.
  

Business Management

• Create and manage development opportunities from Inception to Close-out (Stages 1-6)
  
• Assist Senior Development Mangers in the investigation of project desirability in line with company strategy and market conditions by developing financial models to predict profitability and viability.
  
• Manage developments on existing land in line with associated rights.
  
• Optimize and facilitate approval of building design in line with Town Planning and infrastructure principles.
  
• Assist in gathering market research and market intelligence of the local property market and all development activity to ensure sustainability of investments.
  
• Manage actual developments with regards to conditions precedent as outlined by the Investment Committee in terms of design, budget and timeline.
  
• Report on the delivery of all development projects and present feedback to the Development Executive and EXCO via Project Exco & PAAG.
  
• Take responsibility in the execution of duties in-line with the DRA.
  
• Support and assist the Deal Champion with preparation and presentation of Investment Committee papers for projects, review Investment Committee papers and where applicable, co-present at IC.
  
• Comply with IC Approval and funding CPs in association with the Deal Champion, Senior Development Manager and Funding Manager.
  

Document Management

• Ensure adherence to legal and construction regulatory requirements in terms of documentation and contracts
  
• Assist with the development of contracts in collaboration with the Deal Champion, Senior Development Manager and the Legal Department (where applicable), inter alia: MOA, DRA, Mias Compliance, Development Agreement, Co-owners Agreement, Leases etc.
  
• Prepare construction contracts in collaboration with the Deal Champion, Senior Development Managers and Legal Department (where applicable), inter alia: PROCSA, SLAs, JBCC etc.
  

Procurement Management

• Ensure adherence to current approved procurement policies in terms of documentation and contracts
  
• Prepare and implement procurement contracts with regards to professional and contractor appointments with oversight from Senior Development Managers.
  
• Manage the financial aspects of all development projects including financial modelling
  
• Report on spend per project and report to the Development Executive and EXCO via Project Exco & PAAG.
  
• Co-create and present budgets for all development proposals, report on actual spend versus budget, programme and cashflow forecast.
  
• Assist with the development of financial models to predict the profitability and viability per development on a monthly basis.
  

Stakeholder Relationship Management

• Manage developers and consultants working on projects on behalf of the Company or joint venture developments to achieve completion within agreed development parameters.
  
• Build and maintain relationships within the property and development industry, joint venture partners, Local Authorities and other business stakeholders to grow and develop a strong business network.
  

Ensure compliance with relevant Acts.

• As the Junior Development Manager, oversee the management of the development processes and systems within the areas of accountability.
  
• Report on and manage potential business risk.
  
• Implement all audit recommendations in areas of accountability and resolve audit findings timeously.
  
• Obtain approval, implement and comply with policies within area of responsibility.
  

Reporting

• Produce project status and financial reports for review by the Development Executive via approved PAAG reporting structure.
  

Requirements

• Relevant Honours qualifications in Business, Engineering, Architecture, Quantity Surveying or other property related field.
  
• A minimum of 5 years in the property development/project management environment – with an emphasis on project delivery.
