Property Development Manager – Midrand, Johannesburg.

The Junior Development Manager (Delivery) is responsible for managing and monitoring assigned property development projects through the project lifecycle, with primary accountability for delivery from Stage 3 – Design Development through to Stage 6 – Close-out in accordance with the PROCSA project stages.

The role focuses on the successful delivery of new developments and upgrades to existing assets, ensuring projects are delivered on time, within budget, to the required quality and scope, while complying with sustainability, green development, regulatory and company requirements.

The incumbent coordinates internal and external stakeholders throughout the development process and supports Senior Development Managers and Deal Champions in progressing projects from inception through to completion.

Salary: R700 000 CTC – R1 000 000 CTC Annually.

Key Responsibilities:
  • Development & Project Delivery
    • Oversee and manage assigned development projects through Stages 3–6 of the project lifecycle.
    • Take responsibility for all aspects of the construction stage from Investment Committee approval through to final completion and handover to Asset Management.
    • Act as the custodian of assigned projects throughout the construction phase.
    • Manage project delivery in accordance with approved design, scope, budget, programme and quality requirements.
    • Coordinate developers, professional teams, contractors and consultants to ensure successful project completion.
    • Monitor project progress, identify delays and risks, and implement appropriate corrective actions.
    • Support Senior Development Managers with project delivery and development activities.
  • Deal & Development Support
    • Assist the Deal Champion with development activities from Inception through to Investment Committee approval.
    • Assist with the investigation of project desirability in line with company strategy and prevailing market conditions.
    • Develop and support financial models to assess development profitability and viability.
    • Manage developments on existing land in accordance with applicable development rights.
    • Assist with the preparation and presentation of Investment Committee papers.
    • Review Investment Committee submissions and co-present at Investment Committee meetings where required.
    • Ensure compliance with Investment Committee approvals and funding conditions precedent.
  • Business Management & Development Opportunities
    • Identify and develop new property development opportunities.
    • Conduct market research and monitor property market intelligence and development activity.
    • Facilitate and optimise building design approvals in line with town planning and infrastructure requirements.
    • Manage development conditions precedent relating to design, budget and programme.
    • Execute responsibilities in accordance with Development Rights Agreements (DRA).
    • Support the identification and development of opportunities that contribute to the growth and sustainability of the property portfolio.
  • Document & Contract Management
    • Assist in developing and reviewing development-related contracts in collaboration with the Deal Champion, Senior Development Manager and Legal Department.
    • Assist with agreements including MOAs, DRAs, Development Agreements, Co-owners Agreements, leases and other relevant documentation.
    • Prepare construction-related contracts in accordance with approved requirements, including PROCSA, SLAs and JBCC agreements.
    • Ensure project documentation, contracts and records are complete, accurate and maintained throughout the development lifecycle.
    • Ensure compliance with applicable legal, construction and regulatory requirements.
  • Procurement Management
    • Prepare and implement procurement contracts for professional consultants and contractors under the oversight of Senior Development Managers.
    • Ensure procurement activities comply with approved procurement policies and procedures.
    • Coordinate procurement processes and appointments to support project delivery.
  • Financial Management
    • Manage and monitor the financial aspects of assigned development projects.
    • Develop and co-present budgets for development proposals.
    • Monitor actual expenditure against approved budgets.
    • Prepare and monitor project cash-flow forecasts and programme performance.
    • Report project expenditure, budget variances and financial performance to the Development Executive and EXCO through the approved reporting structures.
    • Assist with monthly financial modelling to assess project profitability and viability.
    • Monitor compliance with Investment Committee approvals and funding requirements.
  • Business Development & Tenant Engagement
    • Utilise industry networks to identify and develop new business opportunities.
    • Build strategic relationships within the property and development sector.
    • Support the recruitment and securing of tenants for new developments.
    • Participate in deal origination activities in collaboration with Asset Management.
    • Develop relationships with joint venture partners, property stakeholders, Local Authorities and other relevant business stakeholders.
  • Stakeholder Relationship Management
    • Manage developers, consultants and other professional teams working on development projects on behalf of the organisation or within joint venture developments.
    • Coordinate internal and external stakeholders to ensure projects are delivered within agreed parameters.
    • Build and maintain productive relationships across the property and development industry.
    • Foster a strong professional network to support future development and business opportunities.
  • Risk Management & Compliance
    • Ensure compliance with relevant legislation, regulations and company policies.
    • Monitor and manage development processes and systems within the area of accountability.
    • Identify, report and manage potential business risks.
    • Ensure audit recommendations are implemented and findings are resolved timeously.
    • Obtain required approvals and ensure compliance with applicable policies and procedures.
    • Monitor project risks relating to cost, programme, scope, quality, compliance and delivery.
  • Reporting
    • Prepare project status and financial reports for review by the Development Executive through the approved PAAG reporting structure.
    • Report on project delivery, expenditure, programme, risks and key developments.
    • Provide relevant project feedback to the Development Executive and EXCO.
    • Monitor industry and market trends relevant to development activities.
  • Self-Development & Culture
    • Identify personal training and development requirements.
    • Participate in relevant training and development initiatives.
    • Develop and implement a personal development plan.
    • Demonstrate the organisation’s values and expected behaviours.

Role Requirements:

Qualifications:

  • Relevant Honours degree/qualification in:
  • Business;
  • Engineering;
  • Architecture;
  • Quantity Surveying; or
  • Another relevant property-related field.
  • NQF Level 8.

Experience:

  • Minimum 5 years’ experience within a property development and/or project management environment.
  • Strong emphasis on property development project delivery.
  • Experience managing projects through design, procurement, construction and close-out stages.
  • Experience working with developers, consultants, contractors and professional teams.
  • Experience with property development financial modelling, budgets and project cost management.
  • Experience with construction contracts and procurement processes.
  • Exposure to Investment Committee processes, development rights and funding conditions will be advantageous.
