Job summary

Manpower Group is seeking an Operational & Team Manager to oversee learner registration and enrolment across SETA/QCTO programmes in Gauteng, SA. You will coordinate external moderation, results processing, and certification while ensuring compliance and timely delivery.

You will lead a team, manage performance, and maintain audit-ready records, with a strong focus on quality and regulatory adherence to POPIA and related acts.

Qualifications

• Matric / Grade 12.
• Relevant NQF Level 6 qualification with NQF Level 7.
• Current Assessor and Moderator registration with a quality partner.
• 3+ years supervisory or management experience.
• 5–7 years’ practical ETQA/SETA/QCTO experience in learner administration or QA.
• Experience managing high-volume learner registrations and enrolments.
• Strong knowledge of the Skills Development Act, NQF, SAQA, QCTO and SETA requirements.

Responsibilities

• Prepare weekly and monthly work plans aligned with project schedules and deadlines.
• Allocate work across registration, enrolment and external moderation with clear priorities.
• Lead, coach and support team members to ensure accuracy and timely completion.
• Manage staff performance, workload allocation and operational reporting.
• Act as the operational point of contact for registration, enrolment, moderation, results and certification queries.
• Manage end-to-end learner registration and enrolment across relevant SETAs and QCTO programmes.
• Oversee QCTO enrolments, uploads, amendments, cancellations, transfers and learner status changes.
• Maintain audit-ready learner records and documentation.
• Coordinate external moderation planning and ensure assessments and moderations are completed.
• Follow up on results, certificates and queries with SETAs and partners.
• Maintain records of results, certification and outstanding items.
• Monitor backlogs and ageing to resolve timely.
• Ensure compliance with POPIA requirements.
