Operational & Team Management
- Prepare weekly and monthly work plans aligned with project schedules, learner volumes, SETA and QCTO deadlines and external moderation dates.
- Allocate work across registration, enrolment and external moderation functions, ensuring clear priorities and deadlines.
- Lead, coach and support team members, ensuring accountability, accuracy and timely completion of work.
- Manage staff performance, workload allocation and operational reporting.
- Act as the operational point of contact for registration, enrolment, moderation, results and certification queries.
Learner Registration & Administration
- Manage the end-to-end learner registration and enrolment process across relevant SETAs and QCTO programmes.
- Ensure learner packs, identification documents, contracts and supporting documentation are complete, accurate and compliant.
- Oversee QCTO enrolments, uploads, amendments, cancellations, transfers and learner status changes.
- Ensure learner records and documentation are accurately maintained and readily available for audit purposes.
Moderation, Results & Certification
- Manage external moderation planning and ensure assessment, internal moderation and remediation are completed before submission.
- Coordinate the submission of learners and supporting documentation for external moderation.
- Follow up on outstanding results, certificates and queries with SETAs and relevant quality partners.
- Maintain accurate records of results, certification, outstanding items and queries.
- Monitor backlogs and ageing to ensure outstanding matters are resolved within required timelines.
Quality Assurance & Compliance
- Ensure compliance with Skills Development Act, NQF, SAQA, QCTO and SETA requirements.
- Maintain quality management systems, document control and audit trails.
- Support audit preparation and ensure corrective actions are implemented and audit findings are closed.
- Review and improve workflows, controls, trackers, checklists and submission processes to reduce errors and delays.
- Ensure appropriate handling and protection of learner information in line with POPIA requirements.
Reporting & Continuous Improvement
- Prepare accurate weekly and monthly reports covering:
- Learner intake
- Registrations and submissions
- External moderation
- Results
- Certification
- Backlogs
- Ageing
- Analyse operational data and identify areas for improvement.
- Implement effective controls and processes to improve accuracy, efficiency and turnaround times.
Minimum Requirements
- Matric / Grade 12.
- Relevant NQF Level 6 qualification in Occupationally Directed Education, Training and Development, Human Resource Development, Quality Assurance, Business Administration or a related field, with an NQF Level 7 qualification.
- Current Assessor and Moderator registration with a relevant quality partner.
- Additional training in quality management, internal auditing or QCTO-related processes.
- 5–7 years’ practical experience in an ETQA, SETA, QCTO, learner administration, training administration or quality assurance environment.
- Experience managing high-volume learner registrations and enrolments, preferably across multiple SETAs and involving QCTO occupational programmes.
- Hands-on experience in:
- External moderation
- Results processing
- Statements of Results
- Certificate tracking
- Audit preparation
- Quality assurance
- Closure of audit findings
- At least 3 years’ supervisory or management experience, including work allocation, staff performance management, operational oversight and reporting.
- Strong working knowledge of the Skills Development Act, NQF, SAQA, QCTO and SETA requirements relating to learner registration, assessment, moderation, results and certification.
- Understanding of legacy qualifications, learnerships, skills programmes, occupational qualifications and EISA administration.
- Knowledge of quality management systems, document control, audit trails, corrective action and POPIA requirements.
