EMPA Structures is a Cape Town based subsidiary of the Raubex Group, specialising in the construction and rehabilitation of reinforced concrete structures. Our work covers water and wastewater treatment works, reservoirs and water‑retaining structures, bridge construction for national and provincial roads authorities, concrete rehabilitation, transmission line and substation foundations, and renewable energy infrastructure. We are seeking an experienced, highly motivated and result‑oriented Estimator to join our tender office in Durbanville, reporting to the Estimations Manager.
Duties and Responsibilities:
- Compile tenders and cost estimates for reinforced concrete and civil engineering works across Empa's areas of operation, including water and wastewater treatment works, reservoirs, bridges, concrete rehabilitation, substation and transmission line foundations, and renewable energy works such as wind turbine foundations, tower grouting and solar tracker foundations.
- Determine the total cost of materials, plant, temporary works, site establishment, labour and preliminary and general items.
- Research and interrogate tender documents, drawings and specifications, and identify risks, gaps and pricing opportunities.
- Prepare estimates that reflect a realistic construction method, resource allocation and programme.
- Build up worksheet rates for direct works, in particular concrete, formwork, reinforcement, earthworks and concrete repair systems.
- Extract material quantities and subcontract packages from bills of quantities and drawings and compile enquiries to the supply chain.
- Manage pre‑qualification and pre‑bid submissions, and ensure all documents and budgets are submitted before the bid deadline.
- Price variation orders, rate‑only items and claims on running construction projects.
- Support cost control on existing contracts, including reconciliation of allowables against actual cost and assistance with monthly cost reporting.
- Formulate contingency plans and manage the risks that affect cost and time estimates.
- Conduct site visits, both for tender purposes and in support of running contracts and liaise with contract managers and site agents.
- Report regularly to management on tender status and outcomes.
- Keep up to date with estimating software and industry methods.
Job Requirements:
- National Diploma in Civil Engineering, BTech, BEng Tech or B Eng in Civil Engineering, or a comparable qualification in Building or Quantity Surveying.
- Registered with ECSA or SACPCMP, or able to register with either body. Existing registration will be an advantage.
- 5 to 10 years' experience in the construction industry. This experience may be split between site and tender office.
- Practical exposure to the construction of reinforced concrete structures, including formwork, reinforcement and concrete placing, is essential.
- Working knowledge of bills of quantities and of standard methods of measurement for civil engineering works.
- Sound knowledge of the common forms of contract used in the industry, such as GCC, FIDIC, NEC, etc.
- A solid understanding of buildability, resourcing and programming.
- Able to read and interpret consultants' drawings, including civil, structural, architectural, mechanical and electrical.
- Familiar with labour and plant production rates, and typical waste and wastage factors.
- Aware of Safety, Health, Environmental and Quality requirements in both practical and costing terms.
- Aware of site conditions, site establishment requirements and the cost implications of working with local communities and local labour.
- Able to work in CCS "Candy" construction software or prepared to be trained on it. Prior Candy experience is preferred but not essential.
- Able to work in the MS Office suite.
- Aware of the importance of specifications being adhered to in the pricing and submission of tenders.
