The purpose of this position is to manage the provincial regulatory entity function in the Eden region.
An appropriate 3-year tertiary qualification (National Diploma/B-Deegree or higher qualification). A minimum of 3-years relevant experience at supervisory level.;
Recommendation None.
Manage the issuing of operating licenses in the region; Manage enquiries and complaints; Liaise with different stakeholders in the industry; Ensure accurate Reporting, Analysis and Record Keeping; Managerial functions.
Knowledge and working experience in the following: Implement legislation, regulatory frameworks, policies and best practices relevant to the line functions; use information systems that support the management of knowledge and information relating to the line function; manage operational activities and processes; administer the Public Service Act, 1994, as amended (Act No. 103 of 1994); administer the Public Service Regulations, 2016; administer the National Land Transport Act (Act No. 5 of 2009); administer the Road Transportation Act (Act No. 74 of 1977); administer the Western Cape Road Transportation Amendment Law Act (Act No. 8 of 1996); administer the National Land Transport Regulations, 2009; manage financial processes in accordance with the Public Finance Management Act, 1999, National Treasury Regulations, Provincial Treasury Instructions and other applicable financial policies, prescripts, directives and collective agreements; operate and manage the Public Transport Regulation System (PTRS) and LTPS/NTIS; process applications for operating licences; manage the functions, activities, processes and procedures of a Walk-In-Centre; manage financial management, monitoring and reporting procedures, systems and reports of the Directorate; develop, implement, monitor and review policies and operational processes; manage public service procedures, processes and systems; understand Constitutional, legal and institutional arrangements governing the South African public sector; manage public finance, human resources and related administrative processes; understand the functioning of the Province and the activities of sister departments and related functional areas; implement and support the policies of the government of the day; manage Labour Relations legislation and regulations; manage performance management processes; Skills: perform numeracy, literacy and computer-related functions; manage projects; plan and organise activities and resources; draft reports; provide leadership; communicate effectively in writing and verbally; deliver presentations; influence and motivate stakeholders; analyse information and solve problems; Other: build effective interpersonal relationships; resolve conflicts; coach and mentor staff; work effectively under pressure; work irregular hours when required; meet tight deadlines.
