Job summary

The Youth Services Supervisor at the West Virginia Department of Human Services provides direct supervision, program oversight, and strategic guidance to social work staff delivering critical services across multiple program areas in Kanawha County.

Plan, assign, and review work, oversee caseloads, and ensure compliance with state laws, policies, and professional standards. This role requires strong communication, travel readiness, and the ability to manage high‑risk cases with sound judgment.

Qualifications

  • Bachelor's degree from an accredited college or university.
  • Four (4) years of full-time or equivalent part-time experience performing social services/work or related fields.
  • Additional education may substitute for the required experience based on a year-for-year basis.
  • Driver’s license and accessibility to a phone.

Responsibilities

  • Supervise and evaluate professional social work staff, including case reviews and performance management.
  • Oversee caseload distribution, service delivery, and documentation standards.
  • Provide guidance on complex, high-risk, or legally sensitive cases.
  • Ensure compliance with state law, policy, and professional standards.
  • Coordinate with internal and external partners, courts, and service providers.
  • Support staff through coaching, training, and crisis response.
  • Participate in on-call supervisory coverage, as required.
  • Maintain awareness of safety risks and ensure staff follow appropriate protocols.
  • This position may involve working in emotionally intense or potentially dangerous situations and requires sound judgment, professionalism, and resilience.

Youth Service Supervisor performs supervisory work in the program area of youth services. They plan, assign, and review the work of employees providing services to the public in the program area of youth services. This position may oversee, and coordinate programs and activities aimed at supporting the personal and social development of young individuals, community organizations and advocacy groups. This role typically involves managing a team of youth service professionals, creating, and implementing programs, and ensuring the overall well-being of the youth participants. These positions are subject to on-call status during non-business hours and may be subject to mandatory overtime requirements and must be available for travel. Work may deal with situations which are potentially dangerous to clients and workers. Perform related work as required.

Applicants must possess a valid WV driver's license, and reliable transportation. Applicants also must have strong communication skills, a knowledge of policy, law, and procedures regarding all programs and services. Overtime hours and frequent travel may be required. Successful completion of a background check is required for employment.

Minimum Qualifications
Education

Bachelor's degree from an accredited college or university.

Experience

Four (4) years of full-time or equivalent part-time experience performing social services/work, probation and enforcement services, or community support and welfare services for adults and/or children.

Experience Substitution

Additional education may substitute for the required experience based on a year-for-year basis or as determined by the Office of Shared Administration Equivalency Chart .

Special Requirements

Driver’s license. Accessibility to a phone.

Internal Applicants Only

Two (2) years of full-time or equivalent part-time experience in Child or Adult Protective Services, Centralized Intake, Child Welfare, or Youth Services classification may substitute for the required experience.

Note:

Applicants hired into this classification must obtain licensure as a Social Worker from the West Virginia Board of Social Work within a timeframe established by the appointing agency. Until licensure is obtained, they may not perform duties that require a licensed social worker under state law or Board regulation.
