Job summary

The WV Department of Human Services is seeking a Social Services District Manager to oversee Marion County CPS and Youth Services units. Under general supervision, you will plan, implement, direct, and review programs and operations, coordinating with state and federal partners.

You will require strong written and oral communication, the ability to manage multiple teams, travel as needed, and ensure compliance with licensure requirements for social workers.

Qualifications

  • Bachelor’s degree from an accredited college or university.
  • Six years of full-time experience in a human services or related field.
  • Ability to obtain licensure as a Social Worker within required timeframe.
  • Valid WV driver’s license and reliable transportation.

Responsibilities

  • Plan, implement, direct, and review CPS and Youth Services programs in Marion County.
  • Coordinate with state and federal partners to resolve complex issues.
  • Serve as liaison with community partners and service providers.
  • Maintain detailed records and be on-call during non-business hours.
  • Travel as required and comply with background checks.

General Description

Under general supervision, the Social Services District Manager will perform complex administrative and professional work by planning, implementing, directing, and reviewing programs, activities and operations within Marion County child welfare units of CPS and Youth Services. Responsibilities include planning, policy development, direction, coordination, and administration of the operation of multiple units within CPS and Youth Services. Acts as a liaison within Bureau for Social Services with the state and federal partners to facilitate problem resolution of complex matters. Collaborate with community partners, outside agencies, and service providers to assist in services provided to clients. Employee is subject to being on-call during non-business hours and must be available with access to a telephone. Applicants must possess a valid WV driver’s license, and reliable transportation. Applicants also must have strong communication skills, both oral and written, and maintain detailed records and extensive documentation. Frequent travel may be required. Successful completion of a background check is required for employment. Please note: Applicants hired into this classification must obtain licensure as a Social Worker from the West Virginia Board of Social Work within a timeframe set by the appointing agency. Until licensure is obtained, they may not perform duties that require a licensed social worker under state law or Board regulation.

Minimum Qualifications
Education
  • Bachelor’s degree from an accredited college or university.
Experience
  • Six (6) years of full-time or equivalent part-time experience in a human services related area (such as case work, social work, counseling, child services, and or adult services).
Internal Applicants Only
  • Four (4) years of experience in the Child Protective Service, Child Welfare, or Adult Protective Service Worker series, one (1) year of which must have been in a supervisory capacity, may substitute for the required education and experience.
Substitution Information

Additional education and experience may be substituted based on a year-for-year basis or as determined by the Office of Shared Administration Equivalency Chart.
