Job summary

Office of Shared Administration (WV) seeks a Social Services District Manager to oversee Marion County CPS and Youth Services operations. You will plan, implement, and review programs, directing multiple units and coordinating with state and federal partners to resolve complex issues.

You’ll liaise with community agencies, maintain detailed records, and be on-call for after-hours matters. A WV driver’s license and licensure as a Social Worker are required, with travel as needed.

Qualifications

• Six (6) years of full-time or equivalent experience in a human services related area (such as case work, social work, counseling, child services, and/or adult services).
• Bachelor’s degree from an accredited college or university required.
• Applicants must obtain licensure as a Social Worker within WV within a set timeframe; until licensure, duties requiring licensure cannot be performed.
• Strong driving record and valid WV driver’s license; reliable transportation required.

Responsibilities

• Plan, implement, direct, and review CPS and Youth Services programs and operations within Marion County child welfare units.
• Coordinate with state and federal partners and external agencies to resolve complex matters.
• Liaise with the Bureau for Social Services and community partners to ensure delivery of services; supervise multiple units; be on-call during non-business hours.

Job description

Under general supervision, the Social Services District Manager will perform complex administrative and professional work by planning, implementing, directing, and reviewing programs, activities and operations within Marion County child welfare units of CPS and Youth Services. Responsibilities include planning, policy development, direction, coordination, and administration of the operation of multiple units within CPS and Youth Services. Acts as a liaison within Bureau for Social Services with the state and federal partners to facilitate problem resolution of complex matters. Collaborate with community partners, outside agencies, and service providers to assist in services provided to clients. Employee is subject to being on-call during non-business hours and must be available with access to a telephone.

Applicants must possess a valid WV driver’s license, and reliable transportation. Applicants also must have strong communication skills, both oral and written, and maintain detailed records and extensive documentation. Frequent travel may be required. Successful completion of a background check is required for employment.

Please note: Applicants hired into this classification must obtain licensure as a Social Worker from the West Virginia Board of Social Work within a timeframe set by the appointing agency. Until licensure is obtained, they may not perform duties that require a licensed social worker under state law or Board regulation.

Education

Experience

Six (6) years of full-time or equivalent part-time experience in a human services related area (such as case work, social work, counseling, child services, and or adult services).

Internal Applicants Only

Four (4) years of experience in the Child Protective Service, Child Welfare, or Adult Protective Service Worker series, one (1) year of which must have been in a supervisory capacity, may substitute for the required education and experience.

Substitution Information: Additional education and experience may be substituted based on a year-for-year basis or as determined by the Office of Shared Administration Equivalency Chart.
