Job summary

Community Services and Employment Training (CSET) seeks a Senior Program Specialist to oversee eligibility and enrollment for youth services, coordinating with partners to ensure accurate case management and successful referrals.

You will conduct work readiness workshops, determine WIOA eligibility, and maintain comprehensive documentation to support youth placement and progression toward sustainable career paths.

Qualifications

• Ability to read and interpret documents; ability to write routine reports and correspondence; ability to speak effectively with groups of customers or employees of the organization.
• Ability to calculate figures for recording and tracking purposes; ability to calculate hours worked for timekeeping purposes.
• Ability to apply common sense understanding to carry out instructions furnished in written and oral form.
• Ability to determine and possess a California Driver's License and proof of auto insurance.

Responsibilities

• Direct program development and priorities to ensure participants receive integrated services for career or educational pathways.
• Identify eligible youths and orient them to applicable services available.
• Provide information on services via referrals to local programs.
• Ensure transparency of youth system services and equitable treatment of all participants.
• Determine WIOA eligibility with required documentation as per policy.
• Maintain program linkages, referrals, and data collection across the system.
• Create client files with required documentation for eligibility.
• Collect and analyze information to guide vocational planning and placement.
• Maintain case management files and document interactions with customers and partners.
• Counsel and conduct orientations and workshops to prepare for job readiness and resume building.
• Stay updated on occupational and local labor market information and regulations.
• Participate in outreach events and meetings with partner agencies.
• Provide excellent customer service and clear guidance on processes and status.
• Match skills with qualifications and refer to employers; conduct follow-ups.
• Collect timecards and document hours worked.
• Monitor training in workplaces for safety and compliance with contracts.
• Initiate and maintain contacts with employers and training agencies to promote programs.
• Provide follow-up services for prescribed periods.
• Research job leads and collect data from employers on job orders and requirements.
• Prepare and modify documents and correspondence; handle inbound calls and scheduling.
