Job summary

EDSI is seeking a Program Manager (In-School Youth) to oversee the pilot across East, North, and West regions. You will supervise staff, build school and community partnerships, and ensure service quality and program performance in collaboration with EDSI leadership and the H-GAC Workforce Board.

The role demands organizational strength, external relationship building, and strong communication to manage enrollment targets, program data, and outcomes across multiple regions.

Qualifications

• Bachelor’s degree in education, workforce development, or related field; or equivalent experience.
• 3–5 years in workforce development, youth programming, or related field.
• Previous supervisory or program management experience.
• Experience building partnerships with schools, community orgs, and employers.
• Experience monitoring program performance and participant outcomes.
• Strong organizational, written and verbal communication skills.
• Proficiency in Microsoft Office, including Excel; valid driver's license.

Responsibilities

• Oversee daily program operations and supervise Youth Career Advisor (In-School Youth) and the WBL Specialist.
• Develop partnerships with school districts, colleges, community organizations, and employers across three regions.
• Set outreach, recruitment, and enrollment targets; track progress and address performance gaps.
• Oversee participant services, case management, and follow-up; review files for accuracy and timeliness.
• Track enrollment, retention, graduation, measurable skill gains, credentials, WBL completion, outcomes.
• Monitor Summer Jobs applications, referrals, and conversion outcomes.
• Oversee graduation transitions to education, training, employment, WBL, or OSY services.
• Lead senior-year career immersion activities and approve career exploration and employer engagement activities.
• Maintain consistent workflows and service standards; use results to improve services and operations.
• Lead staff meetings, case reviews, and performance discussions; resolve escalated concerns.
• Report program performance to EDSI leadership and the H-GAC Workforce Board.

Review files and program data for accuracy, timeliness, and compliance.Track enrollment, retention, graduation, measurable skill gains, credentials, work-based learning (WBL) completion, postsecondary continuation, and employment outcomes.Monitor Summer Jobs applications, referrals, and conversion outcomes.Oversee graduation transitions to education, training, employment, WBL, or Out-of-School Youth (OSY) services.Lead senior-year career immersion activities and approve career exploration and employer engagement activities.Maintain consistent workflows and service standards across all regions, and use program results to improve services and operations.Lead staff meetings, case reviews, and performance discussions.Resolve participant, school, employer, and partner concerns escalated to program leadership.Report program performance to EDSI leadership and the H-GAC Workforce Board.Ensure staff follow EDSI and program policies and procedures.Education and Experience Requirements:Bachelor’s degree in education, workforce development, human services, business administration, or a related field preferred, or an equivalent combination of education and relevant experience.3–5 years of experience in workforce development, youth programming, education, human services, or a related field preferred.Previous supervisory or program management experience required.Experience building partnerships with schools, community organizations, employers, or other stakeholders preferred.Experience monitoring program performance, participant outcomes, and service quality.Strong organizational skills and the ability to manage priorities across multiple service areas.Strong written and verbal communication skills with a range of stakeholders.Proficiency in Microsoft Office, including Excel.Valid driver’s license and clean driving record required.EDSI is an equal opportunity employer.
