Job summary

Maryland Department of Human Services seeks a State Foster Youth Ombudsman to independently investigate complaints by youth in out-of-home care and advocate for their rights and safety. You will analyze complex cases, provide legal guidance, and deliver executive-level recommendations to SSA and DHS leadership to improve statewide child welfare services.

Qualifications

• Education: Juris Doctor degree or equivalent from an accredited school of law.
• Experience: Five years of experience as a practicing attorney.

Responsibilities

• Investigates complex, high-profile complaints concerning rights, placement conditions, and safety of youth in out-of-home care.
• Provides legal and technical expertise on child welfare, custody, and due process rights.
• Interprets legal frameworks to determine resolutions and prepares executive-level recommendations.
• Ensures confidentiality and compliance with HIPAA and mandated reporting protocols.
• Leads statewide outreach to inform youth and advocacy groups about the Ombudsman role and complaint submission.
• Represents the Office on interagency workgroups and legislative committees.
