Job description

ATTENTION ALASKA RESIDENTS!

The Department of Labor and Workforce Development, Division of Workers Compensation, is recruiting for a Workers Compensation Officer 2 located in Fairbanks! No Cover Letter Required!

This position is in the Supervisory Unit (SS) at a Range 18.

What You Will Be Doing:

The Division of Workers’ Compensation is recruiting a Workers’ Compensation Officer 2 to serve as the onsite supervisor for the Fairbanks adjudications office. This position offers a unique combination of adjudication, case management, and leadership: independently managing complex workers’ compensation matters, supervising staff, and helping shape how adjudication support services are delivered in Fairbanks. This is an opportunity to use sound judgment, legal and analytical skills, and leadership abilities in work that has a direct impact on Alaskans. And, as a designee of the Alaska Workers’ Compensation Board, you will independently conduct prehearing conferences, resolve procedural and discovery disputes, and help move contested workers’ compensation cases toward resolution.

This would be a great position for someone who enjoys complex work, independent decision-making, and helping both people and teams communicate and succeed when solutions may not be obvious.

Our Mission, Values, and Culture:

The Division of Workers’ Compensation administers the Alaska’s workers’ compensation system and supports the fair, timely, and efficient resolution of workplace injury claims. Our work affects injured workers, employers, insurers, medical providers, attorneys, and communities throughout Alaska. The Adjudications team values impartiality, sound judgment, professionalism, accuracy, collaboration, and public service.

Benefits of Joining Our Team:

This position provides substantial independence and variety, playing an important role ensuring parties understand the process, cases continue moving forward, and Division staff have the guidance and support they need to provide consistent, high-quality service. You will develop expertise in workers’ compensation law and administrative adjudication, make meaningful procedural decisions, work directly with parties and legal professionals, and build supervisory and leadership experience.

You will also have the opportunity to help reestablish and strengthen the Division’s Fairbanks presence. Rather than stepping into a narrowly defined role, the successful candidate will have a meaningful voice in office operations, staff development, workload management, and service delivery.

The Working Environment You Can Expect:

This position is located in the Division of Workers’ Compensation’s Fairbanks office; the work is primarily professional office work and combines independent case analysis, preearings and writing and research, interaction with the public and legal professionals, and supervision of employees in Fairbanks and Juneau.

No two days are exactly alike - you may spend part of the day conducting prehearings and resolving disputed procedural issues, then shift to reviewing case activity, coaching an employee, coordinating an upcoming hearing, or helping a member of the public understand the workers’ compensation process.

Who We Are Looking For:
  • Supervision: Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Assignments include the authority and responsibility to recommend or independently take action to employ (i.e., appoint, transfer, promote), discipline or discharge, or adjudicate grievances of direct reports.
  • Conflict Management: Manages and resolves conflicts, grievances, confrontations, or disagreements in a constructive manner to minimize negative personal impact.
  • Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.
Competency Based Minimum Qualifications Instructions:

This job class uses competency based minimum qualifications. Please ensure your application (through work history, volunteer experience (duties summary), training, education, licenses, certifications, etc.) supports how you have gained the knowledge, skills, abilities and behaviors (competencies) and that you possess the minimum required competencies for the job class.

Competency Description: The competency description(s) listed below have been designed to promote a common understanding of the essential elements of the job class. They highlight the more general and customary knowledge, skills, abilities (KSAs), tasks, and behaviors used to describe the competency. They typically list expectations, as opposed to specific tasks, and are to be used only as parameters and guidelines. A competency’s description is not intended to exclusively define every KSA, task, and behavior needed to successfully meet the competency, but rather to provide the manager/agency with a broad reference of options as to how an applicant can meet the job expectation.

Minimum Qualifications:
  • Interpreting and applying workers' compensation statutes, regulatory procedures, court decisions, and treatises relating to industrial injury or disease
  • Principles and practices of investigation
  • Techniques and methods of conducting impartial hearings and securing voluntary compliance

Equivalent to those typically gained by: Professional experience in administrative or regulatory law; adjusting or reviewing workers' compensation claims or claim determinations; or coordinating vocational rehabilitation services for injured workers.
