Job summary

The Los Angeles City Attorney's Office seeks a Witness Service Coordinator for the Victim Assistance Program in the Criminal Branch. Based at Van Nuys City Hall, you will process crime-victim reimbursement applications and support claim verifications and case tracking.

You will liaise with law enforcement, attorneys, courts, and probation officers, ensuring accurate documentation and timely submissions while supporting diverse populations and maintaining grant compliance.

Qualifications

• A minimum of two years of appropriate education in behavior science, criminal justice or related curricula and/or experience in victim services.
• A valid California Driver License.
• Ability to demonstrate sensitivity to the cultural/ethnic diversity of the service populations and to the needs of special populations.
• Ability to work effectively under conditions of limited supervision, high stress, and rapidly changing situations and circumstances.
• Ability to communicate effectively, orally and in writing, with members of the public, criminal justice agencies, public, private and governmental agencies.
• Ability to work directly with victims and witnesses who have experienced trauma.
• Computer and office equipment proficiency.
• Reliable attendance and punctuality are essential.
• Ability to meet grant administration requirements involving record keeping of progress reports.
• Ability to successfully complete a minimum three to four week training to be certified by CalVCB.

Responsibilities

• Reviewing and evaluating applications for reimbursement to crime victims and ensuring that claims adhere to state eligibility requirements.
• Maintaining an ongoing system to track and control the claims process.
• Preparing verification reports which include a synopsis of the crime and description of injuries.
• Obtaining legal case status and disposition information through interaction with law enforcement, attorneys, courts, and probation officers.
• Assistance in the processing, filing, and verifying of claims filed by victims of crime pursuant to state law.
• Calculating total and net losses to victims and recording on verification forms.
• Identifying and pursuing all sources of reimbursement available to victims.
• Determining the documents necessary to support losses and sending verification forms.
• Updating case files to ensure full reimbursement and closing completed files.
• Completing and submitting monthly statistical reports on the number of completed cases.

WITNESS SERVICE COORDINATOR

VICTIM ASSISTANCE PROGRAM

CRIMINAL BRANCH

Salary Range: $61,846 - $90,452

The Victim Assistance Program is grant-funded by the California Office of Emergency Services (CalVCB). The unit is responsible for processing, verifying, and submitting Victim of Crime Compensation Application claims for reimbursement of financial losses suffered by victims of crime.

The Witness Service Coordinator will be assigned to Joint Powers Verification Unit is located at the Van Nuys City Hall Building.

Duties and Responsibilities

The duties and responsibilities of the Witness Service Coordinator will include the following comprehensive primary services:

• Reviewing and evaluating applications for reimbursement to crime victims and ensuring that claims adhere to state eligibility requirements;
• Maintaining an ongoing system to track and control the claims process;
• Preparing verification reports which include a synopsis of the crime and description of injuries;
• Obtaining legal case status and disposition information through interaction with law enforcement, attorneys, courts, and probation officers;
• Assistance in the processing, filing, and verifying of claims filed by victims of crime pursuant to Article 1 (commencing withSection 13959) of Part 4 of Division 3 of Title 2 of the Government Code;
• Calculating total and net losses to victims and recording on verification forms;
• Identifying and pursuing all sources of reimbursement available to victims, such as state disability insurance, health insurance, auto insurance, court ordered restitution, and public assistance;
• Determining the documents necessary to support wage, medical and funeral losses, and sending out appropriate verification forms;
• Updating case files to ensure full reimbursement and closing completed files; and
• Completing and submitting monthly statistical reports on the number of completed cases.

Requirements

In accordance with the California Penal Code Section 13835.10, the following requirements must be met:

• A minimum of two years of appropriate education in behavior science, criminal justice or related curricula and/or experience in a position involving the provision of victim services, peer counseling or equivalent social service skills;
• A valid California Driver License;
• Ability to demonstrate sensitivity to the cultural/ethnic diversity of the service populations and to the needs of special populations (i.e., elderly, LGBTQ+, TAY, etc.);
• Ability to work effectively under conditions of limited supervision, high stress, and rapidly changing situations and circumstances;
• Ability to demonstrate initiative and independent judgment, keen attention to detail, and work well under pressure/time deadlines with limited supervision;
• Ability to communicate effectively, orally and in writing, with members of the public, criminal justice agencies, public, private and governmental agencies;
• Ability to communicate and deal effectively with individuals and groups under stressful situations;
• Ability to work directly with victims and witnesses who have experienced physical, emotional, and psychological trauma related to various crimes;
• Computer and office equipment proficiency;
• Reliable attendance and punctuality are essential;
• Ability to meet grant administration requirements involving record keeping of progress reports.
• Ability to successfully complete a minimum three to four week training, which will be held virtually, administered by the State. The applicant must receive certification from the California Victim Compensation Board (CalVCB).

Desired Qualifications

• Experience working with diverse populations is preferred.
• Individuals with a passion for advocacy and strong empathy for others' experiences.
• Experience working closely with crime victims, witnesses, and/or survivors who have experienced physical, emotional, or psychological trauma (e.g., physical and sexual assault, domestic violence, gun violence, and child abuse).
• Individuals who have developed effective coping and self-care skills that allow them to maintain their emotional wellbeing in their day-to-day interactions with victims and survivors of crime.
• A Bachelor's degree or higher from an accredited college or university in a field (i.e., Social Work, Psychology, Criminal Justice, Child Development, or Human Services) closely related to the position.
• Experience working closely with service providers, law enforcement, and/or the legal system.
• Ability to work between the hours of 8:00 AM to 5:00 PM, Monday through Friday.
• Ability to speak Spanish.

Current Location

This position is subject to assignment at any Criminal Branch office or location of the Office of the Los Angeles City Attorney.

Probation

For external applicants – Appointment to this exempt position (non-Civil Service) will be subject to a one-year probationary period as required by Section 1050 of the City Charter. Successful completion of the one-year probationary period will result in tenure with the office.
