Job summary

McClelland Consulting Engineers (MCE), an ESP Company, seeks a Water / Wastewater Project Manager to join our Fort Smith, AR team. The role leads water/wastewater projects across Arkansas and parts of Oklahoma, overseeing design development, implementation, and evaluation while managing scope, budget, and schedule.

You will coordinate with departments, prepare reports and drawings, supervise CAD/Civil 3D work, and mentor staff.

Qualifications

• ABET-accredited B.S. in civil engineering or related field.
• Arkansas P.E. licensure, Oklahoma P.E. licensure preferred.
• Knowledge of ADEQ and ADH regulations, policies, and procedures.
• Understanding of Ten States Standards.
• Thorough understanding of water and wastewater system infrastructure design.
• Shows initiative, creativity, problem solving and independent judgment.
• Ability to manage project schedules and budgets.
• Strong communication, writing, technical and analytical skills.
• Ability to interact with private and municipal clients.
• Proficient in Microsoft Office.
• Able to work with AutoCad software suite, Civil 3D.
• Candidates must pass a drug screen, background check, and have satisfactory driving record.

Responsibilities

• Planning, development, implementation, and evaluation with management of a wide variety of projects.
• Resolving escalated issues arising from operations requiring coordination with other departments.
• Maintain progress and tasks of various parties to reduce risk and control costs.
• Prepares preliminary engineering reports, feasibility studies, master plans, and environmental documents.
• Prepares NPDES, ARDOT, ADEQ, and other permits.
• Prepares engineering design drawings using field data and maps.
• Conducts pre-construction and pre-bid meetings and contractor pay requests.
• Manages CAD, surveying, clerical and other support staff to meet standards and schedules.
