Job summary

Kimmel Associates is seeking a Wastewater Preconstruction Director to drive procurement and preconstruction on collaborative delivery projects (CMAR, PDB, DB). You will coordinate with clients, designers, JV partners, and internal teams to shape proposals, pricing, and execution strategies.

You will apply deep wastewater treatment knowledge to optimize cost, schedule, and constructability while building strong client relationships and leading GMP development.

Qualifications

• 10–15 years of construction experience on major water/wastewater projects.
• Preconstruction Manager on at least 3 collaborative delivery projects valued at $100M+ each.
• Bachelor’s degree in Engineering or Construction Management.
• Strong technical understanding of advanced water treatment technologies (RO, UV, AOP).
• Experience with public works and low-bid design-bid-build is a plus.
• Willingness to travel as required.

Responsibilities

• Lead preconstruction strategy development in response to RFQs and RFPs.
• Provide input on constructability, scheduling, materials, and project approach.
• Collaborate with designers, JV partners, and stakeholders to develop cohesive proposals.
• Author and contribute content for technical and execution sections of proposal documents.
• Identify and plan for third-party approvals and permitting requirements.
• Manage preconstruction operations; liaison between client, designers, and construction team.
• Provide GMP development and pricing input, including early works packages.
• Coordinate constructability assessments and maintain strong client relationships.
