Job summary

City of Richmond is seeking a Project Manager to support the Water Resources group by managing CRS and MS4 programs and performing related reporting and reviews. Duties include data analysis, editing data, user support and training, and policy development.

Incumbents may lead other staff and monitor work completion. Minimum qualifications include a Bachelor's degree in environmental/science/engineering and 5 years of related experience, with required certifications within 1 year of hire.

Qualifications

• Bachelor's degree in environmental science, civil or environmental engineering, or water resources engineering.
• Five (5) years of professional experience in area related to assignment.
• Equivalent combination of training and experience may be used to meet minimum qualifications.

Responsibilities

• Manage the City's CRS program for FEMA NFIP compliance.
• Prepare annual recertification and five-year verification packages per FEMA requirements.
• Evaluate floodplain modeling input data and analyze results for proposed development.
• Stay updated on flooding, stormwater, and environmental regulations and guidance.
• Collaborate with communications to develop citizen and school outreach initiatives.
• Serve as primary contact for MS4 documentation for annual reporting.
• Coordinate periodic updates with stakeholders on MS4 Program Plan implementation.
• Assist in timely permits and land use approvals with staff.
