The Prince George's County Department of The Environment is currently seeking qualified applicants to fill a Water Resources Engineer (Engineer I/II), grade G24/G27 position, in the Environmental Program Section of the Stormwater Management Division.

About the Position

The Engineer I/II performs intermediate-level professional and technical work supporting complex engineering, Geographic Information Systems (GIS), and environmental data management functions for County regulatory programs. Working under close to general supervision with increasing independence, the position integrates engineering principles with geospatial technologies and geodatabase management to support National Pollutant Discharge Elimination System (NPDES) and MS4 permit compliance, including stormwater management, watershed analysis, and water quality monitoring in accordance with Maryland Department of the Environment (MDE) requirements. Responsibilities include acquiring, analyzing, and validating environmental and infrastructure data; maintaining and ensuring compliance of GIS geodatabases; and producing technically sound analyses and reporting deliverables within established timelines. The role also involves coordinating with engineers, GIS staff, contractors, and regulatory agencies to support data collection, reporting, and compliance efforts, as well as conducting field investigations to verify conditions and data accuracy.

The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).

• Prepares and/or reviews engineering designs and GIS analyses for projects of varying size and complexity.
• Develops, maintains, and updates geodatabases supporting environmental programs and MDE reporting requirements utilizing latest MDE geodatabase schema.
• Performs spatial analysis using GIS tools to support stormwater management, watershed studies, and environmental compliance initiatives.
• Prepares maps, data visualizations, and technical documentation for MDE submissions, including MS4 and TMDL reporting.
• Integrates data from various sources for reporting purposes, can include surveys, field investigations, remote sensing, and other sources into GIS systems utilizing methods such as ETL (extract, transform, and load) and data validation tools.
• Prepares bid documents and supporting GIS data for engineering and environmental projects.
• Monitors NPDES data reporting progress and activities ensuring compliance with permit requirements, for accuracy, and reporting schedules.
• Assists in the design and analysis of environmental systems, including drainage, stormwater, and water quality infrastructure.
• Monitors data reporting from various production sources, new development and redevelopments, capital improvement projects, operations, or maintenance activities per latest MDE load accounting guidance and ensures spatial data accuracy and consistency.
• Reviews and processes contract documentation and invoices related to GIS and engineering services.
• Inspects project sites to verify conditions and collect spatial and environmental data.
• Performs calculations and analyses related to hydrology, hydraulics, and environmental systems per MDE's latest pollutant load accounting guidance.
• Coordinates technical advice regarding GIS applications, environmental data interpretation, relating to reporting requirements.
• Communicates GIS and engineering information to internal staff, regulatory agencies, and stakeholders.
• Analyzes survey reports, aerial imagery, LiDAR, maps, and other geospatial datasets.
• Participates in studies of environmental conditions and land use impacts using GIS tools.
• Participates in surveying and field data collection efforts to support GIS databases.
• Estimates quantities and costs for projects and supports feasibility analyses.
• Uses computer-aided design (CAD), MS Office (e.g. excel, access, projects), and GIS software to support engineering and environmental analysis.
• Reviews plans and blueprints, including GIS-based plan validation.
• Communicates with engineers, contractors, consultants, and County personnel to coordinate work activities.
• Performs other related duties as assigned.

Minimum Qualifications:

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

• Bachelor's Degree from an accredited college or university in civil engineering, agricultural engineering, environmental engineering, water resources engineering, or a closely related engineering field.

OR

• A Professional Engineer (PE) License may be substituted for the degree.

Preferred Qualifications:

Highly qualified candidates may also demonstrate the preferred qualifications listed below:

• Bachelor's Degree from an accredited college or university in civil engineering, agricultural engineering, environmental engineering, water resources engineering, or a closely related engineering field.
• Two (2) years of progressively responsible professional experience in engineering and data analysis using Geographic Information System (GIS) and related analytical tools.
• Professional Engineer (PE) or Geographic Information Systems Professional (GISP) certification is preferred.
• Engineer-in-Training (EIT) certification may also be considered.
