Job summary

Prince George’s County Government’s Department of Public Works & Transportation seeks a Project Manager (Engineer 4G) to oversee the Road Construction Division, supervise staff, manage CIP projects, and administer contracts.

The role requires a PE license, a Civil/Environmental/Transportation engineering degree, and at least four years of professional experience with two in a supervisory capacity.

• A Professional Engineer (PE) License is required.

• Coordinate closely with contractors, consultants, and stakeholders to ensure quality construction and minimal disruption to residents during project implementation.
• Utilize the Pavement Assessment & Management System (PAMS) to evaluate roadway conditions and support pavement management decisions.

The Prince George's County Department of Public Works & Transportation (DPW&T) is currently seeking a highly qualified applicant to fill a Project Manager (Engineer 4G) grade G31 in the Office of Engineering and Project Management.

About the Position

This is advanced and supervisory level technical and administrative work overseeing engineering, technical, and administrative functions within the Road Construction Division. The incumbent manages all construction and inspection service contracts, including budgets, cost estimates, change orders, and contractor and consultant payments. Responsibilities include supervising office engineering staff and consultant inspection staff; coordinating division-wide operations; and providing technical support for Capital Improvement Program (CIP) construction projects. Work is performed under the general direction of the Division Chief, with the incumbent providing engineering and administrative support in the Chief’s absence.

About The Agency

The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area -- all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.

• Manage Capital Improvement Program (CIP) construction projects, including grant-funded roadway improvement initiatives involving asphalt resurfacing, concrete replacement, and related infrastructure upgrades throughout the County’s roadway network.
• Administer construction contracts from project inception through completion, ensuring compliance with contract requirements, technical specifications, schedules, budgets, and regulatory standards.
• Maintain comprehensive project documentation, including daily construction reports, correspondence, payment estimates, change orders, financial records, and other project-related documentation to ensure accurate and up-to-date project records.
• Monitor contract funding allocations and expenditures, ensuring effective financial management and adherence to approved budgets.
• Coordinate closely with contractors, consultants, and stakeholders to ensure quality construction, compliance with specifications, and minimal disruption to residents and the traveling public during project implementation.
• Utilize the Pavement Assessment & Management System (PAMS) to evaluate and monitor roadway conditions, support pavement management decisions, and provide data-driven recommendations for infrastructure improvements.
• Investigate construction claims, citizen complaints, and roadway condition concerns using PAMS data and field assessments to facilitate fair and effective issue resolution.
• Provide technical guidance, training, and supervision to engineering staff, inspectors, and field personnel to ensure consistent application of construction standards and best practices.
• Direct and oversee field investigations related to construction issues, roadway deficiencies, and citizen service requests (CSR/311 inquiries), developing and implementing appropriate corrective actions.
• Serve as a liaison with residents, contractors, elected officials, engineering professionals, and public agencies; represent the Department of Public Works and Transportation at public meetings, committee sessions, board hearings, and other stakeholder engagements.
