Qualifications

Responsibilities

• Provides courteous and expeditious customer service to the general public and all city department staff.
• Plans, organizes, directs and administers water reclamation operations including maintenance, construction, collection, pretreatment and disposal.
• Directs and coordinates operational and technical activities of water reclamation facilities.
• Establishes and ensures compliance with methods and procedures for the treatment and processing of sewage to conform to state and local requirements.
• Establishes policies, procedures, schedules and methods for the operation and maintenance of the wastewater treatment plant.
• Adheres to safety, cleanliness and fire prevention rules and standards.
• Controls the requisition of supplies, materials and equipment.
• Oversees gathering and evaluation of quotes from vendors.
• Processes and pays invoices in a timely manner.
• Ensures equipment is maintained, repaired or acquired to optimize efficiency, reliability, economy and safety.
• Makes critical decisions to resolve emergency conditions.
• Reviews legislation to determine effect on operations and advises superiors.
• Develops and monitors long-term plans, goals and objectives for the department.
• Ensures user compliance to industrial discharge ordinances and mandates through programs of inspection, assistance and education.
• Assures effective cost and manpower controls through maintenance management program.
• Recommends personnel hiring, promotions and disciplinary actions.
• Provides coaching for performance improvement and development of subordinate supervisors and employees.
• Assigns work to and evaluates performance of subordinate managerial staff.
• Represents management in negotiations and meetings with other agencies.
• Maintains a management plan supporting city goals.
• Plans and prepares facility operating and capital budgets and monitors expenditures.
• Establishes work methods and performance standards.
• Performs other duties as assigned.
