Job summary

State of Washington–Ecology’s Water Quality Program in Spokane seeks an Environmental Specialist 3 (In-Training) to manage water quality permits, develop database tools, and coordinate incident responses. The role partners with facilities to ensure regulatory compliance and uses data systems to keep critical information organized.

The position offers telework and flexible schedules with in-office presence at least one day per week, and supports growth through an in‑training plan toward ES3.

Qualifications

• Experience applying environmental requirements to review applications and ensure regulatory compliance.
• Ability to assess sites and incidents to identify problems and determine follow‑up actions.
• Ability to prepare enforcement materials and records to support compliant actions.
• Ability to set up, manage, and maintain data systems for accurate reporting and decision‑making.
• Ability to review technical documents and interpret environmental data.
• Ability to explain technical information clearly and collaborate with facilities and partner agencies.

Responsibilities

• Implement and manage water quality permits.
• Provide technical assistance to facilities to improve compliance.
• Conduct inspections and respond to complaints.
• Manage the permit application acceptance process.
• Develop database tables for facilities to report discharge monitoring results.
• Draft documents for compliance and enforcement efforts.
• Manage the regional Environmental Incident response and reporting.
